The seminar "Strategic technology enterprises master technology, lead the future" took place on September 11, in Hanoi. The seminar within the framework of the TechFuture 2026 Strategic Technology Forum with the theme "Strategic technology leads the future", was organized by the Vietnam Innovation Hub Network (VIH) in coordination with the VAMOBA Association, the United Nations Association of Startup Countries (UNUP), the Vietnam National Center for Creative Startup Support (NSSC) and Global Expo.
From a local perspective, Mr. Vo Hai Quang - Head of Technology Management Department, Department of Science and Technology of Nghe An province said that previously, businesses in the area faced many difficulties in accessing resources, from complex capital raising procedures to borrowing capital with many obstacles. However, after the merger, the government issued a series of new regulations to remove these bottlenecks. One of the notable policies is supporting personal income tax exemption implemented by the Provincial People's Committee, thereby creating more motivation to attract businesses to Nghe An to start businesses.
Mr. Vo Hai Quang said that businesses have two types of assets: intellect and intangible. While current policies often encourage businesses to create tangible assets to meet the conditions for access and support, the group of young technology businesses, newly established, often encounter limitations in this very factor.
There are 2 assets: intellect and intangible. State policies always encourage businesses to create intellectual property as one of the conditions for receiving policies. However, young businesses that are newly established are quite weak in this aspect" - Mr. Vo Hai Quang shared.
According to him, designing appropriate policies can help businesses access many different capital flows, realize cash flow and create more confidence with investors. For example, businesses can accompany banks to maintain stable cash flow, gradually form indicators of capital, revenue..., thereby creating a more favorable foundation in attracting investors.
Not only the story of capital and policies, the seminar also opened up a different perspective from the reality of startups in the field of science and technology.
Ms. Nguyen Thi Ngoc Hien - Director of PSG Energy Vietnam Co., Ltd. (PSG - Ninh Binh) shared about the difficulties that a female leader faces when starting a business in the field of science and technology, especially in the context that green energy is becoming one of the development directions of concern.
From the practical experience of businesses, Ms. Hien expects that in the coming time, the Government will continue to have more support policies, creating conditions for businesses operating in this field to have more resources for development.
