In order to proactively prevent and combat natural disasters and ensure the safety of the dyke and irrigation system during the rainy and flood season in 2025, on May 14, the Department of Agriculture and Environment of Hai Duong province requested localities and relevant units to request the synchronous implementation of response measures.
The Department requires People's Committees of districts, towns and cities to urgently summarize and evaluate the work of ensuring dyke safety and irrigation in the area. At the same time, reviewing and checking the status of the dike and irrigation system; detect and promptly overcome crucial and damaged points; Develop and deploy plans to respond to natural disasters under the "4 -spot" motto.
Localities need to fully prepare materials and means of reserve, coordinate with military forces in the area to be ready to protect dykes and protect works when situations arise. Training and drills on emergency response plans and the establishment of dyke protection forces must be completed before June 15.
In addition, communes, wards and towns along the dike need to organize the clearing of roofs and dike base; clear obstacles, dredge drainage systems; review areas at risk of landslides and flooding to proactively evacuate people and property. Cage fish farming activities on rivers must also be inspected, requiring farming households to have a plan to move and protect assets during the rainy and flood season.
The Department of Agriculture and Environment of Hai Duong province also requires localities to strengthen inspection and strictly handle violations of the law on dykes, especially at illegal wharves and river banks.
For Bac Hung Hai Irrigation Works Exploitation Company Limited, the Department assigned the task of reviewing and evaluating the quality and flood resistance of key projects such as Au Thuyen culvert, An Tho, Cau Xe, My Dong pumping station, etc.
The Irrigation Department is assigned to closely monitor the situation of dykes in the area; inspect, propose handling of violations; summarize the construction situation of unfinished works, promptly report according to regulations.
The synchronous implementation of these measures aims to ensure the safety of works, lives and property of Hai Duong people during the approaching rainy and flood season.
