The Department of Agriculture and Environment of Hai Duong province has just issued a document requesting the People's Committees, the Steering Committees for Natural Disaster Prevention, Control and Search and Rescue (PCTT&TKCN) of localities, and related units to urgently deploy plans to protect key dyke, embankment, and vulnerable culverts during the rainy and flood season in 2025.
Accordingly, localities need to complete, approve and send key protection plans, dyke protection plans for the entire route, and plans to respond to floods exceeding the design to the Department before June 10 for synthesis and coordination in direction.
At the same time, continue to review and develop protection plans at new vulnerable points if they arise, especially at projects that have had incidents in Hai Duong province in 2024 but have not been completely resolved.
The organization and implementation of the plan must closely follow the "4 on-site" motto, not to be interrupted by the process of reorganizing the government apparatus after the merger of administrative units. Localities need to organize training and dike protection drills; increase patrols and dike guardings according to regulations to promptly detect and handle incidents from the first hour.
For projects related to dykes under construction, investors are required to direct contractors to focus on speeding up progress, ensuring completion before the flood season. Along with that, develop a plan to ensure the safety of the project if floods occur, and send a monthly progress report to the Department of Agriculture and Environment.
The Irrigation Department - Standing Office of the Steering Committee for Disaster Prevention and Control and Search and Rescue of Hai Duong province will preside over monitoring and guiding the Department of Dyke Management and localities to implement the above contents, ensuring the safety of the project and minimizing natural disaster risks during this year's flood season.
