The conference was organized in online form, with the content of implementing Plan No. 122/KH-UBND dated April 10, 2026 of Hai Phong City People's Committee to implement Directive No. 08-CT/TU, dated March 4, 2026 of the Standing Committee of the City Party Committee on leading and directing to ensure traffic order and safety, serving socio-economic development goals in the city and Plan No. 135/KH-UBND dated April 16, 2026 of the City People's Committee on "Building National Highway 5 and National Highway 10 through Hai Phong city as traffic safety routes". Mr. Le Anh Quan, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the City People's Committee chaired the conference.
Speaking at the conference, Standing Vice Chairman of the City People's Committee Le Anh Quan requested departments, branches, and localities to drastically and synchronously implement solutions to ensure traffic order and safety, sustainably reduce 6% of traffic accidents annually and create clear changes in the urban appearance.
The Department of Construction presides over and coordinates to review and adjust traffic infrastructure planning in sync with the new development space; thoroughly handle points where traffic accidents frequently occur, points of potential traffic accidents, and eliminate 100% of self-opened walkways intersecting with railways in the period 2026 - 2028. The Department focuses highly on key projects, grade-separated intersections at the gateway to industrial parks, and at the same time mobilizes socialized resources to build a smart parking system in the central area.
Communes, wards, and special zones must restore urban order and sidewalk discipline, associated with the responsibility of the head, and deploy them regularly and continuously to maintain a Bright - Green - Clean - Beautiful - Civilized environment.
The city police must play a pioneering role, quickly put into operation the Smart Traffic Management Data Center in the second quarter of 2026 and continue to invest in completion. In which, strongly shift from direct patrol to image-based fines (cold fines). The Department of Science and Technology coordinates to apply artificial intelligence (AI) in traffic data analysis to operate flexibly, reducing congestion at key intersections.
The Standing Vice Chairman of the City People's Committee emphasized that the core content of the Plan is the construction of traffic safety, civilization, and safety models. Therefore, the City Police will take the lead in guiding departments, branches, and localities to complete the pilot implementation in 2026 of "Traffic safety industrial zones - clusters" models to strictly manage worker transport vehicles; "Communes, wards, special traffic safety zones" models attached to responsibility to each residential group; especially the "Communes, wards, special zones with order, discipline, and urban civilization" model.
To build a safe and modern traffic environment, the Standing Vice Chairman of the City People's Committee proposed that the Department of Education and Training must creatively incorporate traffic culture into the official curriculum, linking the responsibility of schools with the law compliance of students. The Department of Culture, Sports and Tourism innovates propaganda methods, takes advantage of the power of social networks to spread beautiful behaviors and strongly criticize violations, and at the same time establish a channel to receive videos and images of denunciations from people in the most convenient way.
The City Police, the Department of Construction and localities, based on their functions, tasks, authority and relevant legal regulations, fully and effectively perform the task of state management of traffic order and safety. The City Police force proactively performs tasks and solutions well, so as not to interrupt the work of ensuring traffic order and safety in the city.
The Standing Vice Chairman of the City People's Committee requested the heads of Party committees and authorities at all levels to uphold the spirit of responsibility, implement the "6 clear" motto: Clear people, clear tasks, clear time, clear authority, clear responsibility and clear results. Where disorder, urban disorder and traffic safety are prolonged without remedial solutions, the head of that place must be responsible to the city leaders.
