On November 26, Dong Hoi Ward Police (Quang Tri Province) said that they had verified and clarified a group of teenagers who gathered and drove motorbikes in violation of regulations, causing disorder in traffic safety in the area.
Recently, in Dong Hoi, Dong Son and Dong Thuan wards, there have been cases of some groups of teenagers under 18 gathering to drive motorbikes when they do not meet the requirements according to the law. This behavior poses a potential risk of causing accidents and affecting public safety.
Dong Hoi Ward Police have increased their grasp of the situation, collected documents, reviewed and made a list of cases from 14 to under 18 years old at risk of violations; at the same time, stepped up patrols and controls to ensure traffic order and safety.
On October 20, 2025, the Facebook account "Quang Binh Ngay nay" posted a video recording a group of about 20 to 24 teenagers riding 12 motorbikes, lining up on Tran Phu Street (the section connecting Nguyen Huu Tho - Nguyen Huu Canh), not wearing helmets, not having license plates and showing signs of serious violations of the Road Traffic Law.
From the collected documents and images in the video, Dong Hoi Ward Police clarified the 24 teenagers involved. At the police station, the students admitted to their violations.
Dong Hoi Ward Police have drawn up administrative violation records for 20 cases of the following acts: not wearing a helmet while driving or riding a motorbike, carrying a person without a helmet and driving a vehicle in a row of three or more vehicles.
The case file has been transferred to the Traffic Police Department of the Provincial Police for further handling according to its authority.
