Recently, in Cat Hai special zone, there has been a situation where some households release cattle on routes such as Tan Vu - Lach Huyen, Provincial Road 356, Gia Luan - Ben Beo axis. The free movement of cattle not only destroys trees and pollutes the environment but also poses a potential risk to traffic safety, especially on routes with high traffic density. This is a violation of the law.
The 2008 Road Traffic Law stipulates the strict prohibition of releasing wild animals on the road. Decree 100/2019/ND-CP (amended by Decree 123/2021), owners of livestock that obstruct traffic can be fined from 300,000 - 3,000,000 VND. If causing an accident, the owner must compensate for all damages according to Article 603 of the 2015 Civil Code; in serious cases, criminal liability may be considered.
The People's Committee of Cat Hai Special Zone requested the Special Zone Police to increase patrols and strictly handle violations. The grassroots security forces coordinated with the village heads to propagate, remind and require people to sign a commitment not to let grazed cattle on the road. The end of this situation contributes to ensuring traffic safety, preserving the landscape and building the image of the Cat Hai special zone as civilized, safe and sustainable.
