On May 8, Lao Cai Provincial Police said that the Investigation Police Agency has prosecuted 9 defendants related to the gambling case in the form of xoc dia that occurred in Na An village, Bao Nhai commune.
Previously, at about 11:10 pm on March 23, 2026, during patrol and control of the area, the task force of Bao Nhai Commune Police discovered a group of people gathering to gamble at the house of Vang Van Khoi (born in 1991, residing in Na An village, Bao Nhai commune).
At the scene, functional forces caught 7 subjects red-handed gambling in the form of xoc dia. Seized exhibits included 6.8 million VND and many items serving gambling.


The names of the subjects include: Pham Thi Thuy (born in 1976), Vang Van Cuong (born in 1981), Lu Van Huy (born in 1990), Bui Van Giang (born in 1994), all residing in Bao Nhai commune; Thao Seo Cho (born in 1971, residing in Ta Cu Ty commune, Lao Cai province); Ly Van Tuong (born in 1991, residing in Pa Vay Su commune, Tuyen Quang province) and Pham Van Dat (born in 1984, residing in Xuan Quang commune, Lao Cai province).
At the police station, the subjects admitted their violations.
On March 27, 2026, the Investigation Police Agency of Lao Cai Provincial Police issued a decision to prosecute a criminal case for the act of "Gambling". On April 2, 2026, the investigating agency continued to prosecute the above 7 subjects according to Clause 1, Article 321 of the Penal Code.
During the expanded investigation, functional forces determined that there were 2 more subjects participating in gambling on the night of March 23.
On April 13, 2026, Bui Van An (born in 1992, residing in Bao Nhai commune) and Sung Seo Ky (born in 1993, residing in Bac Ha commune, Lao Cai province) surrendered to Bao Nhai Commune Police.
Through investigation, the police agency determined that both were accomplices in the above gambling case. On April 24, 2026, the Investigation Police Agency continued to issue a decision to prosecute defendants Vùi Văn An and Sùng Seo Ký for the crime of "Gaming" under Clause 1, Article 321 of the Penal Code.
Currently, the case is being further investigated and consolidated by Lao Cai Provincial Police to handle the subjects according to the provisions of law.
