Reform the organizational model for sustainable development
President of the Vietnam Cooperative Union, Ms. Cao Xuan Thu Van, spoke at the workshop, emphasizing that streamlining and perfecting the organizational apparatus of the Vietnam Cooperative Union is an important strategic task. The goal is to develop the collective economy strongly and sustainably, contributing to the implementation of the strong and prosperous aspirations of the Vietnamese people.
According to Ms. Cao Xuan Thu Van, the Vietnam Cooperative Union plays an important role in protecting the legitimate rights of its members, promoting the development of the collective economic sector, and participating in social security activities. However, this organization is facing unclear legal status, which has affected its operational capacity, the ability to represent and mobilize resources from the central to local levels.
New model to adapt to the times
Associate Professor, Dr. Duong Trung Y, Deputy Director of the Ho Chi Minh National Academy of Politics, proposed a new organizational model for the Vietnam Cooperative Union. According to him, the Cooperative Union needs three major functional departments to develop in the new context:
Policy representation and mobilization apparatus: This is the central department, playing the role of representing cooperatives, cooperative cooperation groups and cooperative unions before the Party, the State and the whole society, while mobilizing policies to support collective economic development.
Support and service provision apparatus: The function of this department is to provide legal consulting, training, trade promotion, support digital transformation, brand building, and chain linkage services.
Production, business and investment apparatus: The Cooperative Union needs to form unit service enterprises, build raw material areas, develop logistics and processing activities to ensure effective production and business activities.
These three departments are designed as a unified whole, both ensuring the implementation of political and social tasks and providing in-depth services, creating strong production and business capacity for the Cooperative Union. This model will help overcome the limitations of the old organizational model, enhancing the practical role and legal position of the Union in the new context.
For the Vietnam Cooperative Union to truly become a solid foundation for the collective economy, the completion of the organization and operation model cannot be delayed. The change in the organizational model will help the Cooperative Union maximize its potential, thereby actively contributing to the sustainable development of the socio-economy, meeting the requirements of the new period, with strong changes in legality and policy.
