At 9:30 pm on April 18, Task Force HP22 of Ha Bac Commune Police was patrolling in Hai Ho village area, Ha Bac commune when they discovered a group of young men shouting, cursing, and chasing each other.
The task force brought 3 subjects: V.N. T (born in 2011), P.K. H (born in 2011, both in Ha Nam commune, Hai Phong) and B.D. K (born in 2008, in Ha Bac commune, Hai Phong) to the headquarters to work.
Through verification, functional forces determined that H had a previous conflict on social network Facebook with K, so he invited T (a classmate) to Ha Bac commune to resolve the conflict. When they arrived at Hai Ho village area, Ha Bac commune, they met K standing on the sidewalk, so they cursed and chased each other.
When task force HP22 of Ha Bac Commune Police discovered and inspected, the two sides had not yet fought or had any consequences. Ha Bac Commune Police made a record, recorded the incident, gave B.D. K, V.N. T, P.K. H written commitments not to violate the law, invited the children's families to work and handed them over to prevent and not to let violations of the law occur.
Notably, before going to Ha Bac commune, K and T called some of their classmates to ride electric bicycles from Ha Nam commune to Ha Bac commune to meet K to "talk". K and T are both secondary school students.
From the above incident, Ha Bac Commune Police warned and requested families to strengthen the management and education of children, limit not allowing them to go out at night or play far away; pay attention to caring for the children, not allowing them to be dragged and seduced to violate the law.
