People express opinions on urban railway project in Hanoi

Hanoi - People in Phu Nghia commune request functional agencies to develop appropriate compensation plans when land is recovered to build the extended 2A urban railway line.

On August 18, Phu Nghia Commune People's Committee organized a conference to summarize the opinions of organizations, individuals and the residential community on the route plan and location of works according to the route of the urban railway construction investment project according to the TOD model, extended 2A line (Ha Dong - Xuan Mai).

According to the plan presented at the conference, the extended urban railway line No. 2A starts from Yen Nghia station, follows National Highway 6 at the beginning and end of the line; the middle section is adjusted to pass through the South of Phu Nghia Industrial Park to create a land fund for urban development according to the TOD orientation.

The section passing through Phu Nghia commune is about 6.7km long. The project aims to expand the city to the Southwest, taking the metro as a driving force for development along National Highway 6 - Xuan Mai, and at the same time forming TOD areas around 6 key stations with a total area of about 450ha.

At the conference, after representatives of the consulting unit presented the project construction plan, representatives of households and residential communities of Nhat Tien, Phu Yen, Yen Truong 1, Yen Truong 2 villages and representatives of the Standing Committee of the Vietnam Fatherland Front Committee of the commune gave 16 speeches.

Besides the consensus, people proposed that the investor and consulting unit continue to study and adjust the route direction and location of stations in the direction of minimizing the impact on existing residential areas, schools, historical and cultural relics and public works; and at the same time pay attention to building appropriate compensation, support, and resettlement plans, ensuring the legitimate rights and interests of people when land must be recovered.

Speaking at the conference, Mr. Tran Van Son, Vice Chairman of Phu Nghia Commune People's Committee affirmed that organizing a conference to collect opinions is an important step to promote the people's right to mastery, and at the same time help functional agencies have more practical basis to study and complete the project plan.

The Vice Chairman of Phu Nghia Commune People's Committee requested the Hanoi Urban Railway Management Board and the consulting unit to seriously and objectively absorb the opinions and recommendations of the people, especially those directly related to affected households. In the process of completing the project dossier, it is necessary to continue to carefully study the route plan, station location, environmental protection solutions, minimize the impact on residential areas, production land, livelihoods and people's lives; and at the same time ensure compliance with the overall plan of the Capital.

Mr. Tran Van Son emphasized that the opinions and legitimate aspirations of the People, especially of organizations, individuals and households directly affected, will be summarized and fully reflected by the Commune People's Committee to the investor and competent authorities for research, consideration, and settlement according to regulations; thereby ensuring the legitimate rights and interests of the people, creating consensus in the project implementation process.
