The incident happened in class 4/3 of Chuong Duong Primary School (District 1) when the homeroom teacher named H asked for support with laptops from the parents' representative committee one day before the parent-teacher meeting. The parent-teacher meeting was on September 14.
On the day of the meeting, the parents' representative committee announced and the parents of class 4/3 paid, but did not force them to, they paid according to their ability. The total amount collected that day was 14.5 million VND. The parents then transferred this amount directly to Ms. H.
