On the afternoon of October 20, Mr. Bui Duc Thai - Deputy Head of the Quang Ngai Province Irrigation Department - said that from last night, October 19 to 4:00 p.m. on October 20, the province had heavy rain to very heavy rain (concentrated in the communes in the East of the province), with an average rainfall of 100 - 300 mm.

Currently, the water level on the Tra Cau River is peaking and decreasing slowly, the Tra Bong River and the Ve River are rising. Thach Nham spillway (Quang Ngai - Son Ha route), Hanh Phuoc - Hanh Thinh pontoon bridge were flooded from 0.5 to 0.7 m, authorities organized checkpoints to block and guide traffic.

According to a quick report on October 20 by the Quang Ngai Provincial Border Guard Command, the number of Quang Ngai fishing vessels operating in the sea areas is 354 vessels/4,354 workers. All ships and boats above have received information about the developments and direction of the storm.

On October 20, the posts and stations of the maritime border, under the Quang Ngai Border Guard Command, deployed more than 100 officers and soldiers to help fishermen anchor their boats and tie fishing nets.

Lieutenant Colonel Tieu Tan Hiep - Political Commissar of Sa Ky Port Border Guard Station, Quang Ngai Border Guard - said: "The unit maintains strict implementation of the 4-on-site motto and fully prepares personnel and vehicles to be ready to implement the storm prevention plan according to the determined plan. To respond to storm No. 12, the Quang Ngai Border Guard Command also mobilized more than 300 officers, soldiers, 8 ships, canoes and dozens of military vehicles to be mobilely ready for search and rescue, moving people in low-lying areas and areas at risk of landslides when there are complicated natural disaster situations.

Always ready when there is an order

In order to proactively respond to storm Fengshen (storm No. 12), on October 20, the Provincial Military Command organized an inspection and alert for storm prevention and control work at affiliated agencies and units.

Through inspection, alert agencies and units to strictly comply with orders and telegrams of superiors in the work of preventing and responding to storm No. 12.

Party committees and commanders at all levels have proactively and urgently deployed documents and plans for flood and storm prevention and control and search and rescue according to the motto "3 readiness, "4 on-site" of the unit.

The leaders of the Military Command requested agencies and units to strictly maintain the command, duty and combat readiness regime. Synchronously organize solutions, fully prepare human resources and means, and be ready to mobilize when there is an order. Deploy measures to ensure the safety of the camp, promptly mobilize forces and means to respond to storm No. 12 when there is an order.

Agencies and units continue to closely coordinate with local Party committees, authorities, departments and branches to promptly handle arising situations; be ready to participate in evacuating people in dangerous areas, low-lying areas, riverside areas, and coastal areas to safe places.

Previously, the General Staff of the Vietnam People's Army issued Official Dispatch No. 5961-CD/TM to agencies and units on proactively responding to storm No. 12 in the East Sea. Prepare forces and means to respond promptly and effectively when situations occur, ensuring absolute safety for people and vehicles while performing their duties.

Although storm No. 12 has not yet made landfall, the Ba To - Ba Le road was eroded, and the locality has organized to repair it.

At 7:30 a.m. on October 20, two cows of Mr. Phung Minh Canh's household in Tu Do residential group, Truong Quang Trong ward were beaten to death by lightning.
