On July 28, the Traffic Police Department - Lao Cai Provincial Police said that Road Traffic Police Team No. 4 had just handled a case of a teenager driving a motorbike violating many regulations on traffic order and safety.
Accordingly, at about 0:27 on July 27, during night patrol and control, Road Traffic Police Team No. 4 in coordination with Trung Tam Ward Police discovered H.T. K. T (born in 2011, residing in Cau Thia ward, Lao Cai province) driving a motorbike on the road with many violations.
Through inspection, functional forces determined that the driver was not wearing a helmet; carrying a passenger behind without a helmet; the vehicle had no left rearview mirror, no license plate, and the driver was not qualified to drive the vehicle as prescribed.
The traffic police force made a record of administrative violation against the driver according to regulations.

For vehicle owners, functional agencies determined that there are two violations including handing over vehicles to people who do not meet the conditions to drive and using vehicles without license plates to participate in traffic. The total expected penalty for vehicle owners is up to 14 million VND.
According to the Traffic Police Department of Lao Cai Provincial Police, the situation of young people driving motorbikes when they are not old enough, not wearing helmets, and using vehicles that do not meet technical conditions still poses many risks of causing traffic accidents.
The police agency recommends that people, especially parents and teenagers, strictly comply with the provisions of law on traffic order and safety; do not hand over vehicles to people who are not qualified to drive, contributing to ensuring safety for themselves and the community.
