On October 17, the People's Committee of Nam Cua Viet commune informed that it had completed opening a transaction account at the State Treasury to pay for basic construction investment in 2025, after many technical problems.
According to the People's Committee of Nam Cua Viet commune, the unit had previously directed the professional department to register to open an online account but could not complete it due to a system error, even though it had been tried many times. After that, the People's Council - People's Committee Office of the commune had to contact the provincial Department of Finance, and this unit contacted the technical department under the Ministry of Finance for support to overcome the situation.
The system was initially processed on October 13, but could not be operated online. On October 14, the commune had to print the documents directly at the State Treasury to complete the procedures.
The leader of Nam Cua Viet Commune People's Committee said that the Treasury Transaction Office No. 13 under the XII Regional Treasury said the cause of the incident was due to unsynchronization between the old and new accounts, along with some other technical errors.
In addition to the above reason, a commune said that the opening of a transaction account at the State Treasury was carried out by the leader of the commune's Economic Department. However, after the merger, some communes were slow to arrange leaders of the Economic Department, leading to the opening of transaction accounts being slow.
Previously, on October 9, the People's Committee of Quang Tri province issued a document criticizing 12 communes and wards for not opening transaction accounts at the State Treasury, including Nam Cua Viet commune. This delay affects the progress of public investment disbursement, so Chairmen of local People's Committees are required to urgently overcome the situation.
It is known that due to the impact of storm No. 10, on the morning of September 28, the power system at the Quang Tri Provincial Electronic Data Center had a problem, causing many servers, storage devices and networks to have power outages. When the power system is fixed, there is still a situation where a server installs applications and services of the Provincial Management and operational System for use at some units (including Nam Cua Viet commune) and the shared digital signature server for the whole province has the phenomenon of disconnection and temporary data unsynchronization. The Department of Science and Technology of Quang Tri province has made efforts to fix it, and the entire system will not be stable until October 16.
