On behalf of the Politburo and Politburo member, Standing member of the Secretariat Tran Cam Tu has just signed and issued Conclusion No. 179-KL/TW dated July 25, 2025 of the Politburo and the Secretariat on continuing to implement the tasks of perfecting the organization and operation of the 2-level local government model.
Accordingly, at the meeting on July 25, 2025, the Politburo and the Secretariat continued to commend Party committees, Party organizations, Government Party Committees, National Assembly Party Committees, Fatherland Front Party Committees, Central Organizing Committees, Central Inspection Committees, Central Party Office, Ministry of Public Security, provincial committees and city Party committees directly under the Central Committee, and commune-level Party committees for their active, proactive, and high-responsibility in leadership, direction, and urging the organization and implementation of tasks in accordance with plans and requirements; regularly and promptly supervise, guide, support, remove, overcome many difficulties and obstacles, ensure the new apparatus operates smoothly, stably, close to the people and close to the people.
In Conclusion No. 179, the Politburo and the Secretariat requested Party committees, Party organizations directly under the Central Government, ministries and branches to:
(1) Continue to urgently and drastically complete the system of documents regulating and guiding the implementation of the apparatus according to the 2-level local government model, creating a complete political and legal basis, ensuring convenience for localities to implement.
(2) Strengthen guidance, training organization, support, and companionship with localities in implementing decentralized tasks and delegation of authority according to the new model.
(3) Strengthen communication and dissemination of information about the activities of local governments at both levels; arouse patriotism, aspiration to contribute, determination among cadres and party members; raise awareness, strengthen trust, create consensus among the people; proactively identify and refute distorted arguments; in particular, focus on and pay attention to propaganda and mobilization of dignitaries, ministries, monks and followers in properly implementing legal regulations after restructuring the apparatus and operating the model of local governments at both levels; resolutely strictly handle organizations and individuals who take advantage of religion to cause disorder and violate the law.
Require the standing committees of provincial Party committees, city Party committees, central party committees, ministries, branches, especially the heads:
(1) Directly direct the work of reviewing problems and inadequacies in Party regulations and State laws to proactively propose solutions as soon as possible, not to let work stagnate.
(2) Focus on close leadership and direction, regularly grasp the situation at the grassroots level, promptly guide, remove, and resolve difficulties and problems arising in the field of responsibility, especially solving procedures for people and businesses regarding land, construction licensing, investment procedures, taxes, business...; pay attention to arranging enough staff at the Commune-level Public Administration Service Center.
Conclusion No. 179 also clearly stated that it was seriously criticized the localities for being slow to perfect key personnel, especially the positions of Secretary, Chairman of the People's Committee, Chairman of the People's Council at the commune level.
Require provincial and municipal Party committees directly under the Central Government to:
(i) Urgently review and evaluate the situation of the commune-level staff; continue to arrange a full number of commune-level staff to meet the requirements of the grassroots level, closely follow reality, avoid leveling or places with excess or shortage.
(ii) Direct the holding of party congresses at all levels towards the 14th National Congress of the Party on schedule, ensuring quality and requirements stated in Directive No. 45-CT/TW, dated April 14, 2025 of the Politburo; in special cases due to organizational arrangement, allowing the Party Committee to convene a congress to announce the congress opening time less than 30 working days.
