Ho Chi Minh City People's Committee has just issued a decision on decentralizing the authority to decide on approving the plan to handle assets that are exhibits and means of administrative violations confiscated in the area. The decision takes effect from May 15, 2026.
Accordingly, departments and branches under the Ho Chi Minh City People's Committee are assigned to approve handling plans for exhibits and means of administrative violations confiscated in two cases.
First, for assets confiscated according to the decision of the Chairman of the Ho Chi Minh City People's Committee, the dossier is prepared by the heads of departments and branches and heads of affiliated units, submitted to the Chairman of the Ho Chi Minh City People's Committee for promulgation of the confiscation decision. After that, departments and branches shall approve the handling plan according to decentralization.
Second, departments and branches also directly approve the handling plan for confiscated assets according to the decisions of heads of departments and branches or heads of units directly under departments and branches.
At the grassroots level, the Chairman of the People's Committee of communes, wards, and special zones is assigned to approve the handling plan for exhibits and means of administrative violations confiscated according to the decision of the Chairman of the People's Committee of communes, wards, and special zones or heads of affiliated units.
