Commune-level police chief receives citizens at least 2 days a month

Heads of commune-level police periodically receive citizens for at least 2 days each month at the citizen reception location of the commune-level police, according to Circular No. 131/2026/TT-BCA.

Circular 131/2026/TT-BCA stipulates the work of receiving citizens to complain, denounce, propose, and reflect in the People's Police (CAND).

Notably, Clause 2, Article 13 of the Circular stipulates the periodic citizen reception schedule of heads of police at all levels as follows:

The Minister of Public Security shall periodically receive citizens at least one day each month at the citizen reception location of the Ministry of Public Security.

Provincial-level police directors shall periodically receive citizens at least one day each month at the citizen reception location of the provincial-level police.

The commune-level police chief shall periodically receive citizens for at least 2 days each month at the citizen reception location of the commune-level police.

In addition to the periodic citizen reception schedule, commune-level police chiefs must receive citizens unexpectedly when falling into one of the following cases:

The case is complex, with many participants, related to the responsibilities of many agencies, organizations, and units, or the opinions of agencies, organizations, and units are still different.

Complaints, denunciations, petitions, and reflections if not directed and considered promptly may lead to serious consequences, affecting security and order; causing damage to the property of the State, agencies, organizations, individuals or infringing upon the lives and health of citizens.

Citizen reception at the request of superiors.
