Fining a young man for carrying three people from a video provided by people

Lao Cai - Hop Thanh Commune Police fined 1.25 million VND for a young man violating many traffic violations from a video provided by people.

On July 13, Lao Cai Provincial Police said that Hop Thanh Commune Police had coordinated with Traffic Police Team No. 1, Traffic Police Department of the Provincial Police to handle a case of traffic order and safety violations from a video provided by people.

Previously, Hop Thanh Commune Police received a video about 4 seconds long recording the scene of a young man driving a motorbike with license plate 24S1-2396 carrying two people.

All three were not wearing helmets when traveling on the inter-village road Doan Ket - Phan Lan, belonging to Phan Lan village, at about 7:30 am on July 2.

Immediately after receiving the information, the police force proceeded to verify the people and vehicles involved.

By July 10, functional agencies identified the driver as L.V.T. (born 2008), carrying L.V.H. (born 2006) and D.V. N. (born 2008), both residing in Lao Ly village, Hop Thanh commune.

At the police station, L.V.T. admitted all violations.

Through inspection, functional forces determined that L.V.T. violated many violations according to Decree No. 168/2024/ND-CP, including: Not wearing a helmet while driving a motorbike; carrying people without wearing a helmet; carrying more people than prescribed; driving a vehicle without a registration certificate; people from 16 years old to under 18 years old driving motorbikes with a cylinder capacity of 50cm3 or more and driving a vehicle without a left rearview mirror.

Hop Thanh Commune Police coordinated with Traffic Police Team No. 1 to prepare a file to handle L.V.T. according to regulations. The total fine is 1.25 million VND.

Lao Cai Provincial Police recommends that people, especially teenagers and parents, strictly comply with the provisions of law on traffic order and safety; do not hand over vehicles to people who are not old enough or do not meet the conditions to drive.

At the same time, people are encouraged to continue to provide images and videos reflecting violations for functional forces to promptly verify and handle, contributing to ensuring traffic safety in the area.
