On August 25, Hai Phong City Police informed: Through grasping the situation in cyberspace and receiving information reflecting the act of a social network account posting distorted and untrue comments, Duong Kinh Ward Police, Hai Phong City urgently took measures to verify and clarify the content of the case.
Through verification, Duong Kinh Ward Police identified the violator as Mr. N.V.T (born in 1976, residing in Song He residential group, Duong Kinh ward, Hai Phong city). Previously, on July 8, 2026, Mr. N.V.T used his personal Facebook account to post and comment on many unverified information, with distorted and false content directly related to the operation of local authorities as well as the deployment and implementation of projects in Duong Kinh ward.
Based on the full results of verification and collected documents, on July 20, 2026, the Head of Duong Kinh Ward Police issued a Decision to sanction administrative violations against Mr. N.V.T with a fine of 12,500,000 VND; and at the same time applied remedial measures, forcing Mr. N.V.T to remove all posts and comments with distorted and untrue content posted on social networks. Mr. N.V.T's violation was determined according to Point a, Clause 1, Article 95 of Decree No. 174/2026/ND-CP dated May 15, 2026 of the Government stipulating penalties for administrative violations in the fields of post, telecommunications, radio frequency, electronic transactions and information technology.
Duong Kinh Ward Police informed about the incident so that officials, party members and people in the area could understand clearly; at the same time, they requested people when participating in social network platforms to raise their sense of responsibility, proactively verify information before posting, sharing or commenting; absolutely do not post content that is false, distorted, or insults the honor and prestige of organizations and individuals, contributing to building a healthy, civilized information environment and ensuring security and order in the locality.
