Clause 3, Clause 9, Article 20 of Decree No. 87/2026/ND-CP stipulating penalties for administrative violations in the field of culture and advertising (effective from May 15, 2026) stipulates the organization of festivals as follows:
3. A fine of between 1 million VND and 3 million VND shall be imposed for one of the following acts:
a) Failure to establish a Festival Organizing Committee as prescribed;
b) Selling tickets, collecting money to attend festivals;
c) There is no toilet or there is a toilet but it does not meet the standards according to regulations in the festival area, relic;
d) Not to propagate or introduce the purpose, meaning, and value of the festival on the loudspeaker system or signboards, signs and other forms of propaganda;
e) Not notifying the hotline number to receive feedback from festival participants.
9. Remedial measures:
Forcing the return of illegal profits obtained from the acts specified in point b, clause 3, point a, clause 4, point b, clause 5 and point b, clause 8 of this Article.
Clause 2, Clause 3, Article 6 of Decree No. 87/2026/ND-CP stipulates as follows:
2. The penalty level specified in Chapter II and Chapter III of this Decree is the penalty level applied to individuals, except for cases specified in Clauses 2, 5, 6 and 7 of Article 15; Clauses 4, 5, 6 and 7 of Article 16; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 33; Clauses 1, 2, 3, 4 and point b of Clause 5 of Article 34; Clauses 1, 2, 3, 4 and point a of Clause 5 of Article 35; Articles 57, 58 and 59 of this Decree is the penalty level applied to organizations.
3. For the same administrative violation, the fine for organizations is 2 times the fine for individuals.
Thus, from May 15, 2026, the sale of tickets and collection of money to attend festivals may be fined from 1 million VND to 3 million VND for individuals and from 2 million VND to 6 million VND for organizations according to the above regulations.
