Article 6, Decree No. 335/2025/ND-CP regulating the evaluation and classification of quality for state administrative agencies and civil servants (effective from January 1, 2026) stipulates general criteria as follows:
The common criterion for scoring is a maximum of 30 points (on a scale of 100), including:
1. Strictly comply with the Party's guidelines and policies, the State's policies and laws; implement the direction and administration of superiors; the ability to build and organize the implementation of the unit's development strategy and plan associated with national, sectoral, and local goals; the ability to recognize and forecast development trends, proactively adapt to environmental changes.
2. Effectiveness in managing and using civil servants according to job positions; building a professional, modern, and transparent working environment, creating conditions for civil servants to develop their capacity; effective coordination of work and building internal solidarity; level of compliance with discipline, administrative order and service spirit of civil servants.
3. Results of implementing administrative reform solutions, applying information technology, digital transformation in internal activities and providing public services; the level of regular review and improvement of working regulations and internal procedures, ensuring effective and efficient operation; the development and organization of measures to overcome shortcomings and limitations in organization, management, and internal procedures that have been pointed out through evaluation, inspection, examination, and audit (if any).
Thus, from January 1, 2026, the evaluation and classification of quality for state administrative agencies will be carried out based on the criteria according to the above regulations.
