Article 3 of Decree No. 154/2024/ND-CP detailing a number of articles and measures to implement the Law on Residence, amended and supplemented by Clause 1, Article 4 and Clause 9, Article 4 of Decree No. 58/2026/ND-CP (effective from March 15, 2026), stipulates the place of residence of people living and working mobilely on ships, boats or other means of transport capable of moving as follows:
1. The place of residence of people living and working mobilely on ships, boats or other means of transport capable of moving and used for residence (hereinafter referred to as means of transport) is the place of registration of means of transport or the place where means of transport are regularly parked according to the provisions of Clause 1, Article 16 of the Law on Residence.
2. The place of regular parking of a vehicle is the place where that vehicle actually parks, does not belong to a prohibited location, prohibited area determined and registered by the vehicle owner himself with the People's Committee of the commune, ward, special zone (hereinafter referred to collectively as the People's Committee of the commune level). In case the vehicle owner has a contract to rent a wharf or a written approval for vehicle parking from the agency or organization managing the parking place, registration is not required.
3. Citizens submit a residence registration dossier and a declaration requesting confirmation of the place of regular parking; using the vehicle for residential purposes (hereinafter referred to as the Declaration) according to Form No. 01 issued together with this Decree by online method through the National Public Service Portal or the National Identification Application (VNeID) to the residence registration agency. The residence registration agency is responsible for transferring the Declaration to the People's Committee of the commune level.
Within 02 working days from the date of receipt of the Declaration, the Commune-level People's Committee shall consider and confirm, in case of refusal to resolve, it must respond in writing, clearly stating the reason and transferring these documents to the residence registration agency for consideration and resolution of residence registration for citizens.
4. In case the vehicle owner changes the frequent parking place, the vehicle is responsible for re-registering according to the provisions of Clause 3 of this Article.
Thus, from March 15, 2026, people living and working mobilely on ships and boats will register their residence by submitting a residence registration dossier and a Declaration form online through the National Public Service Portal or the National Identification Application (VNeID) to the residence registration agency as prescribed above.
