Penalty for forging residential information from December 2025

Point c, Clause 4, Clause 5, Clause 6, Article 10, Chapter II of Decree No. 282/2025/ND-CP regulating administrative sanctions in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025) stipulates the registration and management of residence as follows:

4. Fine from VND 8,000,000 to VND 12,000,000 for one of the following acts:

c) Forgery of residence information, use of fake residence information on national identification applications;

5. Additional penalty:

Confiscation of exhibits and means of administrative violation for violations specified in Points a and h, Clause 2; Points a, b and c, Clause 4 of this Article.

6. Remedial measures:

Forced to return any illegal profits obtained from committing a violation of the provisions of Points b and g, Clause 2; Point a, Clause 3, this Article.

Clause 2, Article 5 of Decree No. 282/2025/ND-CP stipulates: The fine level prescribed in Chapter II of this Decree is the fine applied to administrative violations by individuals. For organizations with the same violation, the fine is 02 times the fine for individuals.

Thus, if fake information about residence on the national identification application can be fined from VND 8,000,000 to VND 12,000,000 for individuals and from VND 16,000,000 to VND 24,000,000 for organizations.
