Penalty for insulting the honor of a person reporting domestic violence

Article 46, Chapter II of Decree No. 282/2025/ND-CP stipulates administrative sanctions for violations in the fields of security, order, and social safety; prevention and control of social evils; prevention and control of domestic violence (effective from December 15, 2025), stipulates acts of violence against people who prevent, detect, or report reports of domestic violence, and those who help people affected by domestic violence as follows:

1. Fine from VND 5,000,000 to VND 10,000,000 for one of the following acts:

a) Threatening people to prevent, detect, or report reports of domestic violence, people to assist people affected by domestic violence or other acts that hinder the detection, reporting, reporting, or preventing acts of domestic violence;

b) Insulting the honor and dignity of people who prevent, detect, or report domestic violence, or help people affected by domestic violence.

2. Fine from VND 10,000,000 to VND 20,000,000 for one of the following acts:

a) Reprimand, assault against people who prevent, detect, or report domestic violence, or assist people affected by domestic violence;

b) Destroying or destroying property of people who prevent, detect, or report domestic violence, or assist people who are victims of domestic violence but not to the extent of criminal prosecution.

3. Remedial measures:

a) Forced restoration of the original state of the violation specified in Point b, Clause 2 of this Article, except in cases where the property cannot be restored to its original state;

b) Forced to publicly apologize when the person who prevents, detects, or reports on domestic violence, or helps the person experiencing domestic violence as requested at his or her private home, workplace, or other location or on the mass media for the violation of the provisions of Clauses 1 and 2 of this Article.

Clause 2, Article 5 of Decree No. 282/2025/ND-CP stipulates: The fine level prescribed in Chapter II of this Decree is the fine applied to administrative violations by individuals. For organizations with the same violation, the fine is 02 times the fine for individuals.

Thus, insulting the honor and dignity of a person reporting domestic violence can be subject to a fine of VND 5,000,000 to VND 10,000,000 according to the above regulations.
