Clause 4, Article 25 of the Law on Cadres and Civil Servants 2025 (effective from July 1, 2025) stipulates the content of civil servant assessment as follows:
a) Political qualities, moral qualities, public service culture; sense of discipline and order in performing public duties; compliance with legal regulations on civil servants, public services and regulations of agencies, organizations and units;
b) Professional and technical capacity according to the requirements of the job position; ability to meet the requirements of performing assigned tasks regularly and suddenly; sense of responsibility in performing public duties; attitude of serving people and businesses for job positions in direct contact with people and businesses; ability to coordinate with colleagues;
c) The ability to innovate, be creative, dare to think, dare to do, dare to take responsibility for the common good in performing public duties;
d) Results of task implementation through quantity, quality and progress of products according to job position;
d) Other content as required by the job position.
In addition to the above contents, civil servants in leadership and management are also evaluated based on the performance of the agency, organization, unit or field assigned to lead, manage and be in charge of; the ability to organize and implement tasks; the ability to gather and unite cadres, civil servants, public employees and workers under their management authority.
Thus, from July 1, 2025, the content of civil servant assessment will be implemented according to the above regulations.
