The Standing Committee of the Ho Chi Minh City Party Committee has just issued Conclusion No. 1390-KL/TU on the regime and policies when implementing the organization of local government at 2 levels.
The Standing Committee of the Ho Chi Minh City Party Committee agreed on the policy of using 700 current unused district and commune-level civil servant positions (including the Party and government) to appoint civil servant ranks, and consider transferring civil servants to district and commune-level cadres in accordance with regulations.
The Standing Committee of the Ho Chi Minh City People's Committee Party Committee is recommended to lead and direct the Ho Chi Minh City People's Committee and relevant agencies based on the current policies, orientations, regulations and instructions of the Central Government to:
- Research and review the needs and existing team of district and commune-level cadres, in order to allocate the above 700 positions to districts, towns and Thu Duc City.
- Based on Conclusion No. 1316-KL/TU dated May 13, 2025 of the Standing Committee of the City Party Committee, advise on developing an additional support regime for non-professional workers, collaborators of the Urban Order Management Team, and workers according to the contract in the payroll of the District Red Cross Society, on the basis of ensuring local budget balance and in accordance with the socio-economic development conditions of Ho Chi Minh City, ensuring compliance with current regulations, and submitting to competent authorities for consideration and decision.
The District Party Committees, District Party Committees and Thu Duc City Party Committees are assigned the task of leading and directing the People's Committees of districts, towns, Thu Duc City and relevant agencies to base on the guidance and allocation of staff from the Ho Chi Minh City People's Committee to carry out the appointment of civil servant ranks and consider transferring civil servants to district and commune-level cadres in accordance with regulations.
Previously, the Ho Chi Minh City People's Committee directed the Chairman of the Thu Duc City People's Committee and districts to review, accept and appoint civil servant ranks for commune-level cadres who have not yet had a decision to appoint civil servant ranks based on the 2025 administrative civil servant payroll quota and the number of current civil servants as of May 1, 2025.
The Chairman of the People's Committees of 5 districts will also carry out a similar process to receive cadres to commune-level civil servants in accordance with the provisions of Decree 33/2023.
Notably, the reception of commune and ward cadres into civil servants will not require the establishment of an inspection and examination council. The decision to approve, recognize, and appoint the position of a cadre working in a ward, commune, or town will be as valid as the decision to recruit civil servants in cases that are not civil servants.
The Chairman of Thu Duc City People's Committee and districts will issue decisions to receive, consider transferring, and appointing commune cadres to district-level administrative civil servants and public employees working in wards; at the same time, issue decisions to receive and classify commune cadres' salaries as commune cadres according to their authority.
The Ho Chi Minh City People's Committee requires the entire process of receiving and converting to be completed by June 14, 2025 at the latest.
