From July 2025, if workers are on unpaid leave, who will have to pay health insurance?

The Lao Dong Newspaper Legal Consulting Office replied:

Point 5, Clause 10, Article 1, Law amending and supplementing a number of articles of the Law on Health Insurance 2024 (effective from July 1, 2025) stipulates that the group of self-paying health insurance includes:

a) People from households participating in health insurance under the household form;

b) People living and working, people being nurtured and cared for in charitable and religious organizations and establishments;

c) Employees who do not receive salary or temporarily postpone labor contracts during their leave;

d) People not falling under the cases specified in Points a, b and c of this Clause.

Thus, from July 1, 2025, if employees retire without salary, they must pay health insurance themselves.
