Discussion center No. 3 was chaired by Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front (VFF) of the X term, President of the Vietnam General Confederation of Labor; Nguyen Phuoc Loc - Member of the Party Central Committee, Deputy Secretary of the City Party Committee and Chairman of the Vietnam Fatherland Front Committee of Ho Chi Minh City.
In his introductory speech, Mr. Nguyen Anh Tuan affirmed that this Congress of the Fatherland Front has many innovations in a concise direction and the theme of Center Discussion No. 3 is: "Promoting strong patriotism, the creativity of the People, promoting democracy, social consensus, building a prosperous, civilized, and happy Vietnam".

Mr. Nguyen Anh Tuan requested delegates to focus on exchanging, discussing, and giving opinions on 3 major groups of issues, including: Draft Political Report submitted to the Congress; draft revised and supplemented Charter and key topics of the Discussion Center.
Regarding the key topic of the Center's discussion, delegates focused on exchanging and discussing key issues: First, what tasks and solutions are needed to strongly arouse the patriotism and creativity of the People to build our country prosperous, civilized, and happy.
Second, it is necessary to continue to select and organize the implementation of patriotic emulation movements and campaigns with content, scope, and scale, among the following subjects to promote the strength of the entire people, participate in socio-economic development, and make practical contributions to the implementation of national development goals as set out by the 14th Party Congress Resolution.
Third, what solutions are needed to better mobilize social resources, care for social security, support the poor and vulnerable communities, so that no one is left behind in the development process; how to call for the joint efforts of the entire community, businesses, organizations, and individuals at home and abroad.
Fourth, propose mechanisms and policies to promote the role of intellectuals, entrepreneurs, experts, artists, prestigious people, and overseas Vietnamese contributing to the country, building the great national unity bloc in the new period.
Responsibilities of each citizen
Speaking about strongly arousing patriotism, Mr. Le Ngoc Dung - Member of the Central Committee of the Vietnam Fatherland Front - Chairman of the Vietnam Association of Craftsmen and Brands emphasized that patriotism is not only a sacred feeling but also the responsibility of each citizen.
According to Mr. Dung, to strongly arouse patriotism in the people, the Fatherland Front needs to strongly organize contents, focusing on grassroots levels, taking the People as the center; building a clean and strong Party and government. Mr. Dung emphasized ensuring the people's right to mastery, strengthening dialogue; sharing and promptly resolving arising issues. In addition, it is necessary to promote the strengths of information technology in propaganda and mobilizing people from all walks of life to emulate patriotism...
Mr. Dung also expressed his belief that the great national unity bloc will be increasingly strengthened.

Discussing making folk culture and tradition a creative economic driving force, People's Artist Nguyen Thi Thanh Thuy - Deputy Director of the Department of Culture and Sports of Ho Chi Minh City said that there are nearly 90 traditional and new craft villages in Ho Chi Minh City.
Craft villages focus on main occupation groups such as ceramics, lacquer, incense sticks, apricot blossom planting, weaving, food processing, handicrafts... with many famous craft villages being promoted for development. Traditional folk cultural types such as craft villages need to be transformed from pure production models to cultural industries, where handicraft products are designed according to processes to meet the modern market.
From reality, Ms. Thuy proposed that the Fatherland Front gather unions and member organizations to mobilize resources, coordinate with relevant agencies to promote traditional cultural values and encourage creativity to develop cultural industries (such as handicrafts, ornamental planting, ceramics, folk art, cultural tourism...).
The Fatherland Front supervises the implementation of policies and laws on culture, ensuring that cultural industrial projects comply with the correct direction and bring benefits to the people.
A noteworthy proposal of Ms. Thuy is that the VFF should pay attention to strengthening the connection of cultural "resources" in playing the role of a bridge between the State, businesses and the People, especially in unleashing the strength of people and culture in localities. Combining folk cultural identity, community traditions with modern creative thinking to create products rich in indigenous culture and high added value.
Ensuring the legitimate rights of reputable people
Giving opinions on the content of promoting the role of prestigious people, Mr. Tho Ut - Deputy Director of the Department of Religious Affairs and Ethnic Minorities of Dong Nai City said that currently the whole City has 484 prestigious people and 98 typical village elders.
This is a force that plays a bridge role between local authorities and ethnic minorities. Reputable people represent the thoughts and aspirations of ethnic minorities. Therefore, to further promote the role of reputable people, Mr. Tho Ut believes that it is necessary to raise awareness about propaganda work and there must be coordination with relevant agencies to effectively implement policies for reputable people through many channels and forms such as direct conferences; organize for reputable people to exchange and learn so that they can apply them in practice at the grassroots level, spreading to the community and ethnic minorities; it is necessary to strengthen training on technology and digital transformation for reputable people. For reputable people to truly be able to convey state policies and laws to ethnic minorities, it is necessary to assign specific tasks, suitable to the conditions and capacity of each person to participate in each field; the legitimate rights of reputable people also need to be ensured.
At Workshop Center No. 3, some delegates also gave opinions on promoting grassroots democracy, people-to-people diplomacy, and digital transformation. In which, it was proposed that there must be a digital front, and to have a digital front, there must be digital front officials; there must be a connection between the digital front and the national data center to serve work...
Discussion center No. 3 has 250 delegates representing 16 member organizations and 9 delegations from provinces and cities.
