Draft Report of the Executive Committee of the Vietnam General Confederation of Labor (XIII term) at the XIV Congress of the Vietnam Trade Union, term 2026 - 2031

Building a comprehensively strong Vietnam Trade Union; focusing on representing, caring for, and protecting union members and workers; promoting the pioneering role, spirit of innovation and creativity, contributing to realizing the aspiration to build a rich, prosperous, civilized, and happy country.

The 14th Vietnam Trade Union Congress takes place at a time when union members and workers nationwide are working with the entire Party, people, and army to implement the Resolution of the 14th National Congress of the Party; the whole country has just successfully organized the election of the 16th National Assembly and delegates of People's Councils at all levels for the 2026 - 2031 term. The Congress has the task of evaluating the results of implementing the Resolution of the 13th Vietnam Trade Union Congress, period 2023 - 2026; determining goals and tasks for the 2026 - 2031 term; reviewing the leadership and direction of the Executive Committee of the Vietnam General Confederation of Labor (XIII term), electing the Executive Committee of the Vietnam General Confederation of Labor (XIV term); evaluating the implementation and approval of the revised Charter of the Vietnam Trade Union. The Congress is conducted with the motto "Solidarity - Democracy - Discipline - Innovation - Development".

I. ASSESSING THE RESULTS OF IMPLEMENTING THE RESOLUTION OF THE 13TH VIETNAM TRADE UNION CONGRESS, PERIOD 2023 – 2026

1. The world and domestic context and the situation of workers, civil servants, and laborers

In recent years, the world and domestic context has developed rapidly and complicatedly, with many unprecedented issues appearing beyond expectations. The socio-economic situation in the country has basically recovered after the pandemic but still faces many difficulties due to the impact of the world situation. Armed conflicts, adjustments to tax policies by major countries, and trade wars have reduced global economic growth; science, technology, innovation, and artificial intelligence have made unprecedented breakthroughs, and technological competition is increasingly fierce.

The Party and State have focused on leading and directing drastically, issuing many strategic decisions, creating historical imprints: the revolution in arranging and streamlining the organizational structure of the political system, promoting the development of the private economy, promoting the development of science and technology, innovation and digital transformation; innovating the work of building and enforcing laws to meet the development requirements of the country in the new era; implementing a high economic growth plan, creating a foundation for double-digit growth for the period 2026-2031...

The contingent of workers, civil servants, and laborers continues to have rapid development in both quantity [i] and quality [ii], being the leading force in the cause of industrialization, modernization and international integration. The political awareness, legal awareness, and trust of workers in the Party and State are strengthened. The trend of industrializing workers helps to form a generation of dynamic and creative young workers, capable of applying new technologies, mastering modern production lines, making important contributions to economic growth and social stability. The income and living standards of most workers have been improved, and labor relations are increasingly harmonious, stable and progressive.

However, the awareness, working style and professional skills of a part of workers are still low, the ability to access and apply science and technology is not high, labor productivity is slow to improve. Social infrastructure serving workers is still lacking, outdated and scattered. Crimes, social evils, and activities to lure and incite workers are complicated. The situation of unsustainable employment, low income, violations of labor laws, wage arrears, social insurance and health insurance arrears, and the arrangement of the trade union apparatus... directly affect the thoughts, feelings, and beliefs of union members, workers, and trade union officials. In that context, trade union levels have made efforts to innovate the content and methods of operation, organize the implementation of the goals, tasks, and solutions set out by the Resolution of the 13th Vietnam Trade Union Congress, achieving many important results.

2. Achieved results

2. 1. Effectively perform the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers, proactively participate in sustainable employment development and ensure labor safety and hygiene, contributing to building harmonious, stable, and progressive labor relations.

Trade union levels proactively innovate and improve the quality of participation in building policies and laws directly related to workers and trade union activities [iii]. Information, propaganda, contact, and dialogue activities in building policies and laws are concerned and promoted effectively [iv]; have proactively participated with authorities and professionals at the same level in building mechanisms, policies, regulations, internal rules, and regulations under sectors, localities, units and enterprises, affirming the role of the Trade Union organization in representing and protecting the legitimate rights and interests of union members and workers.

Deploying a variety of solutions and measures to implement democracy at the grassroots level, promoting the right to mastery of union members and workers, focusing on building a system of regulations and rules; organizing conferences of officials, civil servants, public employees, and workers at the workplace, collective bargaining to contribute to building harmonious, stable and progressive labor relations. The number, coverage rate and quality of collective labor agreements continue to be improved; Signed 6,038 new collective labor agreements, the rate of collective labor agreements reaching type B or higher accounts for more than 50%; There are 22 labor agreements with many participating businesses, 03 collective labor agreements of the industry.

The model of the Center for Consulting and Supporting Workers has been formed, continuing to be researched and replicated. Legal advice and legal support activities for union members and workers, especially in participating in legal proceedings to resolve labor cases and labor incidents in court, are focused on; Legal advice for nearly 30,000 union members and workers; Supporting and representing more than 500 individual labor disputes. Trade unions actively grasp and participate in timely and effective resolution of labor disputes and collective work stoppages.

Activities to care for, ensure welfare, maintain jobs, and improve the lives of union members and workers are being implemented synchronously and comprehensively. The Resolution of the Executive Committee of the Vietnam General Confederation of Labor on focusing resources on care for welfare for union members and workers in the new situation has been issued, creating a premise for expanding and developing comprehensive and practical care activities for union members and workers. Many programs, models, and activities to care for the benefits of union members and workers have been maintained and replicated [v]. A number of new models in care have been formed, achieving positive and typical results such as "Trade Union Meals" [vi], "Trade Union New Year's Eve Meals" [vii]. Union members and workers actively support and assist cases affected by natural disasters, storms and floods, social activities, gratitude, and gratitude. The General Confederation has proactively proposed and coordinated to remove difficulties and obstacles in mechanisms and policies in building housing for workers [viii]; and at the same time actively promoted the implementation of social housing construction for workers to rent according to the provisions of the Housing Law [ix].

2. 2. Propaganda, education, mobilization of union members and workers and communication about the Trade Union organization are focused on innovating in content and form.

Propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws, propaganda about anniversaries and major events of the Party[x], the country[xi], the Trade Union organization[xii]; emulation movements and campaigns associated with promoting the study and following of Ho Chi Minh's thought, morality, and style among union members and workers are concerned, contributing to improving political bravery, working style, and consolidating the trust of union members and workers in the Party, State and Trade Union organization.

Actively deploy the work of protecting the Party's ideological foundation, protecting the Trade Union organization, fighting against wrong and hostile views associated with improving the quality of grasping the ideological situation and public opinion among union members and workers. Consolidate, consolidate, and improve the operational efficiency of the network of reporters, propagandists, and public opinion collaborators. Build, replicate and improve the operational efficiency of models such as "Ho Chi Minh Cultural Space", "Self-management Group for Worker Boarding Houses", "Safe and Civilized Boarding Houses"... Coordinate with the police force and functional agencies to effectively deploy propaganda and prevention of crime, drugs, and social evils, review information, and fight against plots and activities to lure and incite hostile forces, contributing to ensuring workers' security.

Communication work on the Trade Union organization continues to be focused on through improving the capacity to deploy communication work of trade union levels and trade union officials. The content and form of communication have many innovations, creating many modern communication products transmitted on the internet and social networks, contributing to improving access to information and spreading the image of the Trade Union organization to union members, workers and the whole society [xiii]. Trade union press and publishing agencies have focused resources, promoted digital transformation, applied modern technology, and improved the quality of news, articles, and publications. Coordination with press agencies has been effectively implemented, providing comprehensive, diverse, accurate, timely, and widespread information on the situation of life, employment, thoughts, and aspirations of union members and workers and trade union activities.

Trade union levels proactively allocate resources to organize and propose, coordinate with the government, professional departments, and employers to organize many cultural, sports, and entertainment activities, combined with political and ideological propaganda, policies, and laws, attracting a large number of union members and workers to participate. The system of cultural centers, cultural houses, and cultural and sports facilities of trade unions continues to be arranged, gradually improving operational efficiency, serving the needs of cultural and sports activities of union members and workers.

2. 3. Patriotic emulation movements continue to spread strongly, arousing the aspiration to contribute, promoting the creative potential of union members and workers.

The patriotic emulation movement among workers, civil servants, and laborers continues to be comprehensively concerned, directed and deployed synchronously and widely, attracting a large number of union members and workers to respond and participate with more than 383,837 initiatives and applications in practice with a total value of more than 40 trillion VND, which is an important driving force contributing to promoting the completion of socio-economic development targets and political tasks of each sector, locality, agency, unit, and enterprise.

The emulation movements "Good Labor, Creative Labor", "Good at state affairs, good at housework", "Culture, sports", "Green - Clean - Beautiful, Ensuring occupational safety and health" continue to be adjusted, concretized and widely deployed at all levels of trade unions. The emulation movement "Innovation, creativity, efficiency in the operation of the Trade Union organization" continues to spread, creating motivation to promote and encourage trade union officials to propose initiatives, creative ideas, and solutions to improve the effectiveness of trade union activities.

Trade union levels mobilize union members and workers to actively respond and effectively participate in emulation movements launched by the Prime Minister, especially the movement "Promoting the development of synchronous and modern infrastructure; practicing thrift and combating wastefulness" and "The whole country emulates innovation and digital transformation", thereby affirming the role of the Trade Union organization in participating in the implementation of key and breakthrough tasks of the country.

The work of discovering, propagating, honoring, and replicating advanced typical examples has been concerned. Many good models, creative ways of doing things, and technical innovation initiatives from the grassroots level have been praised and replicated in a timely manner. Standards, conditions, processes, and procedures for commendation have been updated, completed, and concretized to suit the reality of each level of trade union. The rate of commendation for direct workers and people who do not hold leadership positions reached more than 35%, exceeding the set target, clearly showing the orientation of taking union members and workers as the center, strongly directing commendation to the grassroots level, where they directly organize and respond to emulation movements.

2. 4. The work of building a strong Trade Union organization, gathering a large number of workers to join the Vietnam Trade Union is focused on implementation, drastically deploying the arrangement of the organizational structure of the trade union system.

The work of developing union members and establishing grassroots trade unions has been identified by trade union levels as an important task of special concern, focusing resources on implementation with many mechanisms, solutions and breakthrough approaches. Despite facing many difficulties, with the efforts of trade union levels, the whole country has developed over 2.2 million new union members, with over 15,000 new grassroots trade unions/trade unions.

The work of building strong grassroots trade unions has been concerned, gradually becoming more substantive, focusing on key, core, and practical activities, attracting the participation of a large number of union members and workers. The activities of the executive committee, inspection committee, and trade union groups in all types of enterprises have gradually become systematic, contributing to improving the quality of trade union activities at the grassroots level.

Implementing the guiding documents of the Central Government and the Party Committee of the Fatherland Front, central mass organizations, trade union levels focus on implementing contents on streamlining the organizational structure of trade union agencies in accordance with the 2-level local government model and the plan to rearrange administrative boundaries. The Central level restructures into 02 direct advisory boards (Trade Union Affairs Committee and Labor Relations Committee). Provincial level: professional boards are streamlined to reduce to 49 boards. Central industry trade unions, economic group trade unions, corporations directly under the General Confederation: reduced to 17 units (previously 19). The operation of all district-level trade unions, industrial park trade unions, and local industry trade unions has been terminated; 705 commune, ward, and special zone trade unions have been established; streamlined from 12 affiliated non-business units to 7 units, 19 vocational education institutions currently have 9 institutions.

Trade union officials work is focused on, especially the team of full-time trade union officials and grassroots trade union presidents, ensuring the leadership of the Party, in accordance with principles and regulations. The restructuring of the team of trade union officials associated with streamlining staff is focused on being implemented uniformly and synchronously along with the process of implementing the arrangement of the organizational structure [xiv]. Training and fostering of the team of trade union officials at all levels continues to be concerned, gradually meeting the requirements in the context of increasingly complex and diverse labor relations, contributing to improving skills and professional skills for the team of trade union officials at all levels, especially the team of grassroots trade union presidents.

2. 5. Trade unions actively participate in building a modern and strong working class; building a clean and strong Party, State, and political system

Trade union levels actively advise Party committees, proactively implement solutions on building the working class, raising political awareness, class awareness, promoting the care for interests, improving life and working conditions, solving pressing and urgent issues of workers, ensuring harmony of interests between workers and employers. Have advised on reporting on the Project, proposing the Secretariat to issue a Directive on "Strengthening Party leadership over propaganda, political, ideological, and legal education for workers in the new situation"[xv].

Propaganda and mobilization of union members and workers to study to improve their qualifications, professional skills, industrial style, and labor discipline, contributing to helping workers master new technologies, adapt to changes in production technology and jobs in the context of the fourth industrial revolution associated with the implementation of the Program "Promoting lifelong learning activities among workers at enterprises to 2030" according to Decision No. 1268/QD-TLD dated October 19, 2022 of the Prime Minister[xvi]. 6,234 grassroots trade unions successfully negotiated with employers to allocate funds to support workers to study and improve their skills.

Workers' Month continues to be innovated in both the content of activities and organizational forms, towards grassroots levels, practical care, honoring and affirming the pioneering and creative role of the working class, creating the attention of the whole society in caring for building a modern and strong working class.

Trade union levels actively discover and foster outstanding cadres and union members with prospects to be introduced to the Party for consideration and admission, promoting the work of developing party members and party organizations in enterprises. More than 200,000 outstanding union members have been introduced to the Party for consideration and training, and nearly 100,000 union members have been admitted to the Communist Party of Vietnam.

The Trade Union actively advises Party committees at the same level to prepare, select, and introduce trade union officials to participate in Party committees and elected agencies at all levels; organize a widespread political activity, propagate, disseminate, and collect opinions from workers, civil servants, and laborers to participate in contributing opinions to build Party congress documents at all levels, documents of the 14th National Party Congress with more than 625 thousand direct opinions through conferences, seminars, scientific talks and more than 12 thousand opinions through the VneID application.

Actively and proactively participate in supervision and social criticism; participate in contributing opinions to build the Party and government according to Decision No. 217-QD/TW, Decision No. 218-QD/TW, dated December 12, 2013 of the Politburo, and at the same time perform well the role of "participating in state management, socio-economic management", participating with the political system in the fight against corruption, negativity, and wastefulness; participating in building, rectifying and protecting the Party; promoting consultation, unity, and coordination of actions in the Front bloc, thereby strongly promoting and clearly affirming the core role of the Trade Union organization in promoting the class alliance of workers - farmers - intellectuals.

2. 6. Women's work continues to innovate, contributing to promoting gender equality, building prosperous, progressive, happy, and civilized families among union members and workers.

Trade union levels proactively coordinate to participate in building and supervising the implementation of policies and laws related to female workers; promptly propose and negotiate with employers to ensure jobs, improve working conditions, pay more attention to pregnant women, raising young children and those in difficult circumstances. A number of practical support models and policies have been implemented, including the program of donating savings books "Trade unions move forward with you", contributing to sharing difficulties with children of union members affected by natural disasters and risks.

Propaganda activities among female union members and workers are promoted, associated with reproductive health care, improving the quality of family life and raising children, contributing to physical and mental health care for workers. The work of consolidating, strengthening and improving the quality of activities of the mass women's union is emphasized.

Emulation movements among female union members continue to be maintained and innovated in content and form, typically the movement "Good at work, good at housework". For the first time, the General Confederation organized the award ceremony of the "Dynamic, responsible, creative female union member" award combined with the preliminary review of 5 years of the emulation movement "Good at work, good at housework" in the period 2020 - 2025, creating motivation to spread the spirit of innovation and creativity in female labor. The coordination and integration of activities between trade unions and Women's Unions at all levels has been strengthened, contributing to promoting the role of women in the family and society.

2. 7. Foreign affairs and international integration are promoted, the position of the Vietnam Trade Union is enhanced, contributing to the overall success of people-to-people diplomacy.

The leadership, direction and management of foreign affairs activities are carried out uniformly throughout the system according to the regulations on foreign affairs management. Bilateral foreign affairs activities continue to maintain effectiveness; consolidate, maintain, and deepen cooperative, friendly, and traditional relations with trade unions of countries, restore interrupted cooperative relations, and gradually expand relations with new partners according to the Party's policy.

Multilateral foreign affairs activities have been promoted, actively participating and contributing to international trade union forums and activities; participating responsibly in fulfilling membership obligations of international trade unions, hosting many large and important international activities and events. The effectiveness of cooperation with regional and international trade union organizations, the International Labor Organization (ILO), United Nations agencies and non-governmental organizations has been improved. Some central industry trade unions are increasingly deeply involved in the activities of international and regional industry and occupation trade unions.

The work of mobilizing, seeking support, assistance, and cooperation in terms of technology, finance, and experience from international partners is maintained. Foreign information work has positive changes. Training and capacity building for trade union officials working in foreign affairs are implemented in many diverse forms. Research on the workers' and international trade union movement is concerned with many research topics serving important projects.

2. 8. Financial work continues to be innovated, contributing to building resources to effectively serve the tasks of the Trade Union organization.

The General Confederation has focused on researching and issuing more than 20 documents on revenue, expenditure, management, and use of trade union finances and assets in accordance with the organizational structure arrangement model and current regulations of the State.

Trade union levels synchronously implement financial management measures to collect correctly and fully, limit revenue loss and improve the efficiency of using trade union finance and assets. Actively participate in the process of building and completing the Government's Decree detailing trade union finance; continue to expand the collection of trade union funds in the concentrated production and business sector through the banking system. The work of inspecting and supervising trade union finance is strengthened. Organize and implement independent audits for some grassroots trade unions and directly superior grassroots trade unions. Trade union finance disclosure is carried out in accordance with regulations in many forms, especially at grassroots trade unions and units with many union members and workers.

Inspection and supervision of trade union finances are strengthened. Independent auditing is organized for provincial-level trade unions and upper-level trade unions directly at the grassroots level. Public disclosure of trade union finances is carried out in accordance with regulations, especially at grassroots trade unions and units with large union members.

It has built and completed the overall arrangement plan for housing, land, and public assets of the Trade Union organization; the project to arrange and renovate enterprises of the Trade Union organization, the medium-term public investment plan for the period 2026 - 2030 from trade union financial sources, state budget and other legal capital sources.

2. 9. Inspection and supervision work is strengthened, continuing to improve effectiveness and efficiency.

Understanding of inspection and supervision work continues to be raised, paying attention to summarizing and preliminarily summarizing resolutions and conclusions on inspection and supervision work, orienting policies and solutions to innovate and improve the effectiveness of inspection and supervision work in the new situation.

Trade union inspection committees at all levels closely follow the Party's guidelines, Resolution of the 13th Vietnam Trade Union Congress, trade union congresses at the same level, and innovate the content and methods of inspection and supervision of compliance with the Trade Union Charter, inspection when there are signs of violations, inspection of management and use of finances, assets and trade union economic activities, especially financial inspection (prioritizing focusing on inspection at grassroots trade unions).

The quantity and quality of inspections and supervisions have been improved. 151,994 inspections of compliance with the Charter, 252,992 financial inspections, 436 inspections when there are signs of violations have been carried out; specialized supervision of 53,378 inspections has been organized. The work of resolving and participating in resolving complaints and denunciations has been concerned and directed to be resolved promptly. Thereby, it has made an important contribution to raising awareness of compliance with the Charter; actively detecting and promptly preventing manifestations of violations of the Charter, resolutions, directives and regulations of the trade union; improving the efficiency of management and use of trade union finances and assets, limiting negativity, and protecting the legitimate and lawful rights and interests of union members and workers.

2. 10. Trade union operating methods continue to be innovated, contributing to building a strong Trade Union organization

The Executive Committee, the Presidium of the General Confederation and the executive committee, the standing committee of trade unions at all levels continue to have many innovations in direction and administration in the direction of promoting democracy, strengthening decentralization and delegation of power associated with promoting the role and responsibility of heads; being flexible and creative in directing and organizing activities, meeting the requirements of the new situation. Focusing on administrative reform in trade union activities; improving coordination responsibility between levels, agencies, and units in organizing task implementation; promoting good regulations and coordination programs between Trade Union organizations and the Government, central ministries and sectors, Party committees, and local authorities, creating synchronous and timely attention and direction, improving the effectiveness of trade union activities.

Trade union levels have actively implemented Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. The Presidium of the General Confederation has issued a Project on digital transformation in trade union activities to 2026, vision to 2030; actively participated, proactively proposed and implemented contents related to trade union organization and activities in the Digital Transformation Project of the Vietnam Fatherland Front. Basically completed the digitization of documents of the Vietnam Trade Union in the period 1929 - 2018.

Overall assessment: In the period 2023 - 2026, in the context of many difficulties, but with the efforts of trade union levels, trade union activities continued to have important changes, many new contents were implemented and achieved results. Out of a total of 10 target groups, 8 target groups were achieved and exceeded.

Achieving the above results is due to the leadership attention of the Party, coordination of the State, government, Fatherland Front at all levels, socio-political organizations, employers; the proactiveness, effort, innovation, creativity of the team of trade union officials, the consensus, support, and participation of union members and workers nationwide, and the concern and support of all classes of people.

3. Existing, limitations and causes

3. 1. Existence, limitation

- The results of performing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers and building labor relations are not evenly distributed between localities and regions, and in some places do not meet the requirements. Reactions to emergencies and unexpected situations are sometimes and in some places still slow. Access to informal sector workers and vulnerable groups is not effective.

- Propaganda and political, ideological, and legal education for union members and workers and grasping public opinion have not kept up with practical requirements. The participation of some grassroots trade unions and some provincial and city Labor Federations, and industry trade unions in the struggle to protect the Party's ideological foundation is still limited.

- The development of union members and the establishment of grassroots trade unions have not reached the set targets; the organizational model of the trade union apparatus and the operation of the apparatus after arrangement are still inadequate, affecting the quality and efficiency of trade union activities.

- The situation of loss of trade union funds still occurs in many enterprises, mainly small-scale enterprises, enterprises without trade union organizations; financial management in some places is not strict; the operational efficiency of some public service units and affiliated enterprises is not high.

- The direction and organization of the implementation of the Resolution of the 13th Vietnam Trade Union Congress in some contents and fields is still slow; there are 2 targets not achieved [xvii]. Digital transformation has not met the requirements and goals set out.

3. 2. Cause

- Objective reasons: The awareness of some Party committees and authorities about the position and role of the Trade Union organization is not complete. State management in the labor sector still has shortcomings; violations of the law by employers still occur a lot. The deployment and operation of the organizational apparatus according to the new model is difficult to avoid confusion and obstacles.

- However, subjective reasons are still the main ones. The work of advising on concretizing the implementation of the Resolution of the 13th Vietnam Trade Union Congress has areas that are not proactive, slow to issue directing documents or lack urging, guidance, and supervision of the organizational implementation process. The thinking and vision of a part of trade union officials have not met the requirements of the new situation; the ability to adapt and concretize the Party's guidelines and resolutions, programs, and plans of activities of higher-level trade unions at some provincial, sectoral and grassroots units is still limited. The heads of trade union organizations in some localities, units, and trade union levels lack innovation, creativity, decisiveness, fear of responsibility, and are not deeply involved in grassroots levels...

4. Lessons learned

First, ensuring comprehensive, absolute, and regular leadership of the Party over trade union organizations and activities. Timely concretizing the guidelines and directions of the Party and State, meeting the requirements of the actual situation, the needs and aspirations of union members and workers, ensuring harmony of interests of workers - businesses - society, in harmony with the interests of the Party, nation, and people.

Second, focus all resources on performing well the basic functions, key tasks, and core of the Trade Union organization, which is to represent, care for, and protect the legitimate and lawful rights and interests of union members and workers, creating attraction and trust for workers to participate and be attached to the Trade Union organization.

Third, build a team of trade union officials at all levels, especially full-time trade union officials and grassroots trade union presidents who are dedicated, responsible, brave, have skills and working methods, understand union members and workers, and understand the situation of businesses and units.

Fourth, trade union activities must be concentrated at the grassroots level, taking union members and workers as the center; all guidelines, resolutions, programs, and trade union activity plans must originate from the needs and aspirations of union members and workers, suitable for each type of grassroots trade union and the specific characteristics of each enterprise and unit.

Fifth, regularly innovate thinking, promote innovation, digital transformation; improve the forecasting capacity, adaptive capacity, and persuasive capacity of the Trade Union organization.

II. OBJECTIVES AND TARGETS FOR THE 2026 - 2031 TERM

1. Forecast of the international and domestic situation

The world situation is changing rapidly and complicatedly towards multipolar, multi-center, multi-layer and strong decentralization. Peace, cooperation, and development are still major trends but face many new challenges. Strategic competition between major countries will become more complex and fierce. The fourth industrial revolution is taking place at a faster pace, deeply impacting all fields. New production forces, especially high technology and artificial intelligence, are developing breakthroughs unprecedentedly. The trend of strategic autonomy in economy, green transformation, digital transformation, and energy transformation is increasingly being promoted.

Domestically, after 40 years of renovation, the foundation, potential, position and international prestige of the country have been raised, which is an important foundation for the country to rise in the new era. The revolution to streamline the organizational structure of the political system along with the promulgation of many new strategic decisions [xviii] creates historical opportunities for the country's breakthrough development, the growth of the Trade Union organization and raising the position of the Vietnamese working class. However, our country still faces many difficulties. Socio-economic development is not sustainable; labor productivity is low; the requirement for double-digit economic growth faces many challenges. The risk of lagging behind, especially in technology and falling into the middle-income trap, is always present. The process of population aging, the polarization of rich and poor tends to increase, creating multi-dimensional challenges for the economy, culture, and social security.

The labor structure continues to have strong changes. Labor in private enterprises and informal sector labor tend to increase rapidly. Workers have many opportunities to choose jobs and develop themselves, but the quality of our country's human resources in general is still low, lacking high-quality human resources. A part of workers faces the risk of losing their jobs in the context of automation, if not cared for, they will be at risk of being left behind.

Vietnam continues to promote international integration, promote labor relations to develop, operate fully according to market rules, in accordance with international labor standards. The organization of workers at enterprises is born, posing very new and unprecedented requirements and challenges for trade union activities, posing potential risks of causing political insecurity and social order and safety if not managed and oriented correctly.

The above context requires trade union levels to continue to innovate leadership thinking, content, and methods of operation on the basis of ensuring the comprehensive and absolute leadership of the Party, meeting the legitimate needs and aspirations of union members and workers, and the requirement to promote industrialization, modernization of the country and international integration. Trade union activities continue to strongly focus on grassroots levels, arousing and strongly promoting the creativity and contribution of union members and workers in realizing the aspiration to develop the country in the new era, celebrating the 100th anniversary of the establishment of the Vietnam Trade Union, towards successfully implementing the strategic goals of 100 years of Party establishment and 100 years of national establishment.

2. Goals

Focus on developing union members, perfecting organizational models, improving operational efficiency; investing resources, innovating ways of doing things in performing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; promoting propaganda and mobilizing workers to innovate and create, pioneer in applying science and technology, building new production forces, improving labor productivity, contributing to building a peaceful, independent, democratic, rich, prosperous, civilized, and happy country.

3. Striving targets until the end of the term

- Real development increases by at least 4,000,000 trade union members; most enterprises with 20 or more workers have trade union organizations.

- Complete 100% digitization of trade union member data.

- 100% of trade union officials at all levels are trained and fostered in professional theory and trade union work skills.

- Grassroots trade unions introduce at least 300,000 outstanding union members for the Party to consider and foster for admission.

- At least 85% of enterprises and units with Trade Union organizations have signed collective labor agreements.

- 100% of grassroots trade unions in the state sector, at least 85% of grassroots trade unions outside the state sector participate with employers in promulgating and implementing grassroots democracy regulations.

- At least 90% of trade union members and 85% of workers at enterprises are propagated, disseminated, studied, and thoroughly grasped the Party's guidelines and resolutions, and the State's policies and laws related to labor and trade unions.

- Trade unions participate in promoting so that at least 65% of workers at enterprises participate in studying to improve their qualifications and professional skills.

- Through emulation movements of the Trade Union organization, at least 2 million initiatives of union members and workers are applied in production, business and work activities; considering awarding at least 2,500 Creative Labor Certificates.

- At least 90% of grassroots trade unions are eligible to establish mass women's committees according to the provisions of the Charter of the Vietnam Trade Union.

III. IMPROVING THE EFFECTIVENESS OF REPRESENTATIVE ACTIVITIES, CARING FOR AND PROTECTING THE LEGITIMATE AND LAWFUL RIGHTS AND INTERESTS OF UNION MEMBERS AND WORKERS

Focus resources, improve comprehensive capacity so that the Vietnam Trade Union is worthy of being the sole representative of workers at the national level in labor relations; active and responsible members in the National Wage Council, Labor Relations Committee, Social Insurance Fund Management Council and tripartite institutions in the field of labor.

Proactively research and improve the effectiveness of participating in building and perfecting policies and laws related to the rights and interests of workers, considering this as a measure to protect workers remotely, on a large scale and effectively. Focus on policies and laws on labor, employment, wages, social insurance, health insurance, unemployment insurance, occupational safety and health, housing, schools, medical examination and treatment facilities and cultural institutions serving union members and workers; propose to improve labor litigation laws, create favorable conditions for businesses and workers in resolving labor disputes... Deploying the task of caring for and protecting the rights of workers must closely follow the Party's orientation on economic development associated with ensuring social progress and fairness; building a multi-layered, modern, adaptable and flexible social security system, putting people at the center; developing a flexible, synchronous, modern and integrated labor market, focusing on creating jobs with stable incomes, and supporting workers in the informal sector and people after working age.

Creating strong changes in the implementation of periodic dialogue tasks, substantive collective bargaining, and protecting workers' rights. Improving the quantity, quality, and effectiveness of dialogue, collective bargaining, signing and implementing collective labor agreements, focusing on salaries, bonuses, working hours, working conditions, improving professional skills and life skills for workers. Proactively advising and coordinating the organization of forums and conferences for Party committees, authorities, elected representatives, and employer organizations at all levels to contact, listen, and dialogue with union members and workers.

Promoting care and protection for female workers, promoting gender equality at the workplace; accompanying female union members and workers in building warm, happy, progressive, civilized families, preventing domestic violence; effectively implementing activities to care for children of union members and workers, doing well in population work, reproductive health care, and mental health for female union members and workers. Continue to maintain and innovate existing women's work models, create healthy playgrounds, and attract female union members and workers to actively participate.

Deploy synchronously solutions to firmly grasp the situation of labor relations, especially in places at risk of disputes, conflicts, and collective work stoppages. Closely coordinate with relevant subjects to build harmonious, stable, and progressive labor relations at the workplace. Improve the effectiveness of participating in resolving labor disputes, collective work stoppages, and strikes outside the provisions of law. Invest resources, do a good job of legal advice, legal support, and protection of the rights of union members and workers. Research and build a team of trade union lawyers; remove difficulties, and promote the operation of consulting and support centers for workers.

Build and implement stable and long-term welfare programs, care for union members and workers, especially those facing difficulties due to serious illnesses, labor accidents, occupational diseases, natural disasters, epidemics, and supply chain breakdowns; research and implement feasible solutions to care for practical benefits for informal sector workers. Innovate methods of mobilizing resources to implement welfare care in a diverse, flexible, sustainable, and proactive direction, in which attention is paid to support sources from employers.

Welfare care activities must be timely, practical, and targeted, strengthening the application of digital transformation. Improve the efficiency of use, management, and development of capital sources for microfinance programs and projects of the Trade Union organization, other legal capital sources to develop the family economy, contributing to preventing and combating "black credit" among union members and workers. Focus resources, improve mechanisms to promote the construction of cultural institutions and housing for workers and laborers to rent from trade union financial sources in industrial parks and export processing zones, striving to complete the set targets.

Closely coordinate with the government and employers to do a good job of information, propaganda, and training on occupational safety and health; develop and improve the operational efficiency of the occupational safety and health network, mobilize workers, civil servants, and laborers to promote initiatives, improve working conditions, and actively participate in building a safety culture in labor, production, and work...

IV. PROMOTING THE ROLE OF TRADE UNIONS AT ALL LEVELS IN PARTICIPATING IN STATE MANAGEMENT, SOCIO-ECONOMIC MANAGEMENT; PARTICIPATING IN INSPECTION, EXAMINATION, AND SUPERVISION.

Proactively and actively affirm the role of socio-political organizations in participating with state agencies in building and perfecting policies and laws, contributing to perfecting institutions, ensuring state management requirements, encouraging creativity, liberating all production capacity, and unlocking all development resources. Identifying participation in policy and law making as both representing and protecting the legitimate and lawful rights and interests of union members and workers; and implementing a multi-dimensional dialogue mechanism in national governance, contributing to ensuring harmony of interests between the State, workers, and employers, creating consensus in policy and law implementation.

Continue to promote coordination, participation in inspection, examination, and supervision of the activities of state agencies, organizations, units, and enterprises on issues related to the rights and obligations of workers. Trade union levels proactively detect and propose to elected agencies, state management agencies, and the Fatherland Front at all levels on issues, areas, and units that need to be inspected, examined, and supervised in order to prevent and promptly handle organizations and individuals violating the legitimate and lawful rights and interests of union members and workers. Promote the proactive role of the Trade Union in social supervision to help promptly protect the rights and interests of union members and workers, and propose to improve policies and laws. Promote participation in opinions and social criticism of draft documents of the Party, legal normative documents, plans, programs, projects, and schemes of state agencies directly related to the rights and interests of union members and workers.

Innovate the content and methods, improve the quality of implementing democracy at the workplace to ensure substance, promote the right to mastery and creative capacity of workers in building and developing agencies, units, and businesses. Research and propose models for implementing democracy at the workplace in places where there is no Trade Union organization.

Promote the provision, connection, and sharing of information and data on trade union organizations and activities with state management agencies in accordance with the law. Create strong changes in the application of digital technology and artificial intelligence in trade union management, administration and activities. Encourage and support workers to equip themselves with the necessary knowledge and skills to participate effectively in the digital economy and digital society.

Widely deploy patriotic emulation movements, campaigns, and promote union members and workers to strive to study, research, innovate, and strongly apply science and technology to production and work, contributing to creating breakthroughs in improving labor productivity and implementing the goal of double-digit growth. Innovate and elevate traditional emulation movements of the Trade Union organization to meet the requirements of the new situation; launch the emulation movement "Good Labor, High Productivity, Good Income" from the foundation of the emulation movement "Good Labor, Creative Labor". Deploy the campaign "3 savings" among trade union officials, union members, and workers (Saving time and labor; Saving energy and resources; Saving in spending and shopping). Emulation movements and campaigns must be strongly convincing, closely following the requirements of national development in the new period, promoting the improvement of the position and prestige of the Trade Union organization, bringing benefits to a large number of union members and workers. The implementation of emulation movements and campaigns must be scientific, methodical, maintained regularly, deeply ingrained, strongly oriented towards the grassroots, quantified by specific products and results. Pay attention to discovering, selecting, nurturing, honoring and replicating advanced examples; pay attention to rewarding people who directly produce, people with outstanding achievements, bringing high socio-economic efficiency; building diverse typical models and initiatives in all fields of trade union activities. Closely coordinate with agencies and organizations in commendation work, ensuring encouraging and honoring the right people, the right jobs, the right achievements, arousing the spirit of dedication, creating a widespread impact throughout the system and society.

V. PROPAGATING, EDUCATING, AND MOBILIZING UNION MEMBERS AND WORKERS TO STUDY, IMPROVE THEIR QUALIFICATIONS AND PROFESSIONAL SKILLS, COMPLY WITH THE LAW, BUILD AND PROTECT THE FATHERLAND.

Continue to strongly innovate the content and methods of propaganda, education, and mobilization in a proactive, timely, persuasive and effective direction, ensuring the principle of "Fast - Short - Deep - Clear". Promote two-way interaction, putting workers at the center; combine tradition and modernity, direct and online; strongly apply digital technology, artificial intelligence, and social networks in propaganda, education, and mobilization.

Taking political and ideological education as the basis, legal education, cultural behavior and industrial style are fundamental. Strengthening propaganda and political and ideological education associated with promoting the study and following of Ho Chi Minh's ideology, ethics, and style, contributing to improving political bravery, aspirations for development, spirit of solidarity, awareness of law compliance, labor discipline, working style, and consolidating the belief of union members and workers in the Party, State, regime and Trade Union organization.

Firmly grasp, accurately forecast, promptly orient, and properly and effectively handle ideological and public opinion issues of union members and workers, ensuring unity throughout the system. Strengthen the protection of the traditions, achievements, and image of the Vietnam General Confederation of Labour, resolutely and promptly fight against wrong, hostile, and political opportunistic views; prevent and repel degradation in ideology, politics, ethics, lifestyle, and manifestations of "self-evolution", "self-transformation". Pay attention to propaganda on crime prevention and control, drugs, social evils, and ensuring security among workers.

Build a press and publishing system, and media channels of the Trade Union organization that are strong, professional, humane and modern, serving the political tasks of the trade union organization better and better. Improve the access to information of union members, promote communication at grassroots trade unions. Consolidate and improve the operational efficiency of the team of reporters, propagandists, public opinion collaborators, and core workers of the Trade Union organization.

Participating in building a learning society, a lifelong learning movement, mobilizing union members and workers to study, improve their qualifications, professional skills, life skills, working style, adaptability, master technology, become "Digital Citizens", "Digital Workers", "Digital Laborers" adapting to the Fourth Industrial Revolution. Proposing and coordinating the development of mechanisms and policies, implementing solutions to ensure sustainable employment for workers, participating in developing new and modern production forces, contributing to improving labor productivity. Consolidating and investing resources, improving the quality of training facilities of the Trade Union organization, actively participating in the process of training, retraining and improving skills for workers.

Continue to promote efficiency, build and operate models in Workers' Month, focusing on developing practical and spreading activities at the grassroots level, suitable to the living and working conditions of workers. Pay attention to caring for the spiritual and cultural life of union members and workers. Strengthen the organization of cultural, sports, and entertainment activities and events, contributing to improving the spiritual life of workers. Arrange, innovate, and improve the operational efficiency of the cultural center system, cultural houses, cultural and sports facilities of the Trade Union. Research and develop Vietnamese worker culture associated with improving the quality of human resources, contributing to building and developing Vietnamese human culture, meeting the requirements of sustainable development of the country in the new era.

VI. BUILDING A STRONG TRADE UNION ORGANIZATION, PARTICIPATING IN BUILDING THE PARTY AND THE POLITICAL SYSTEM, EXPANDING INTERNATIONAL COOPERATION ON TRADE UNIONS

Focus on surveying and propagating to develop union members, establish grassroots trade unions; propose solutions to gather cadres, civil servants, public employees, and workers in places without trade union organizations. Innovate the content of activities, improve the quality of trade union activities; promptly consolidate and strengthen weak units, apply digital transformation in union member management and trade union activities. Improve the model and operating mechanism of trade unions, strengthen the gathering of union members at small and micro enterprises. Research and implement solutions to attract organizations of workers at enterprises to join trade unions. Promote the establishment of mass women's committees at grassroots trade unions.

Continue to innovate and improve the organizational model of trade unions at all levels to ensure smooth, synchronous and effective operation. Improve regulations on tasks and powers of trade unions at all levels in the direction of closely following the key task of representing and protecting the legitimate and lawful rights and interests of union members and workers, building harmonious, stable and progressive labor relations, ensuring that each level is assigned to perform groups of tasks and powers suitable to its position, role, conditions and resources. Research and arrange the internal organizational structure in an open, flexible, and dynamic direction. Innovate and improve the work of evaluating and ranking the quality of activities of trade unions at all levels, especially at the grassroots level, striving for at least 75% of grassroots trade unions and 65% of grassroots trade unions to achieve good quality annually.

Deploy solutions to build and improve the quality of trade union officials at all levels, especially full-time officials and grassroots trade union presidents. Specify and improve regulations on personnel work, title standards, criteria and evaluation mechanisms for trade union officials. Continue to research and propose to competent authorities to issue appropriate policies to recruit trade union officials who have grown up from the grassroots level, in the worker movement. Develop cadre planning, train cadres according to job positions, prepare a source of cadres with sufficient capacity, qualities, and working methods suitable to the new organizational model and trade union development requirements in the current period. Fundamentally innovate the program, content, and methods of training and fostering trade union officials to ensure standardization, science, practice, and creativity.

Promoting the role of the Trade Union organization in building a modern and strong working class with firm political bravery, class-awareness, national pride and self-esteem, the core in the worker-peasant-intellectual alliance; consolidating and maintaining the working class nature of the Party; promoting consultation, unity and coordination of action in the Vietnam Fatherland Front.

Continue to affirm political responsibility and promote the role of trade unions in Party building and party member development. Actively propagate about the Party, discover, nurture, and enlighten union members and outstanding and promising trade union officials, and introduce them to the Party for consideration and development of party members. Proactively and actively coordinate with relevant agencies in Party organization building at enterprises. Improve the quality of contributions, building the Party and the State, and implementing social supervision and criticism activities, contributing to building a clean and strong Party and political system.

Building sustainable trade union finance, creating sufficient resources to perform the tasks of the Trade Union organization in the new context. Promptly review, amend, and supplement regulations on financial and asset management. Decisively implement solutions to improve the efficiency of collection, management, and use of trade union finance to ensure compliance with regulations, publicity, transparency, and efficiency. Improve the efficiency of allocation, management, and use of financial resources. Innovate the mechanism of decentralization of trade union finance in a comprehensive and thorough direction, and conduct independent audits of trade union financial management. Innovate trade union asset management in a strict, economical, and efficient direction. Direct the arrangement, consolidation, and strong innovation of non-business units and enterprises under the General Confederation of Labour in the direction of autonomy, improving service quality; modern, transparent, and effective governance, contributing to serving trade union activities well.

Strengthen inspection and supervision work and inspection and supervision activities of the standing committees and inspection committees of trade unions at all levels; every year, 100% of provincial and sectoral trade unions develop and implement inspection and supervision work plans. Continue to innovate the operating methods of inspection committees, select appropriate inspection and supervision contents, with focus and key points, focusing on financial inspection and supervision; ensure principles and procedures, improve the responsibility of inspection teams and the implementation of inspection conclusions. Strengthen capacity, improve quality, effectiveness, and efficiency of the system of trade union inspection committees at all levels.

Expand international cooperation on trade unions, enhance the position and prestige of the Vietnam Trade Union in foreign relations. Strengthen and deepen cooperative relations with bilateral partners; promote and elevate multilateral foreign affairs, promote the role of active and responsible members in regional and international Trade Union organizations, contributing to enhancing the position, role and contribution of the Vietnam Trade Union organization. Innovate the content and methods of people-to-people diplomacy in a practical and effective direction, directly serving the interests of workers. Promote the exchange of information, experiences, and international knowledge about trade union activities. Take advantage of and manage, and use appropriately and effectively external resources to serve the development of trade union activities.

VII. INNOVATE OPERATING METHODS, IMPROVE THE EFFECTIVENESS OF DIRECTION WORK AT TRADE UNION LEVELS

Continue to innovate and improve the quality of building and promulgating resolutions, programs, plans, and projects of trade union levels in a concise, feasible, practical, and easy-to-implement direction. Pay attention to investing resources and improving the quality of scientific research to provide quality arguments to serve the orientation and direction of improving the effectiveness of trade union activities. Pay attention to pilot direction and pilot implementation of new policies before replication. Strengthen coordination with departments, ministries, branches, authorities, unions, and employers to create consensus and promote overall strength in organizing activities, especially in performing the task of representing, caring for and protecting the legitimate and lawful rights and interests of union members and workers.

Promoting administrative reform; promoting innovation, creativity and application of information technology in management, administration and trade union activities; focusing on drastically implementing the Digital Transformation Project of the Trade Union organization; focusing on building, standardizing and connecting union member - employee data and labor relations data to improve the effectiveness of representing, caring for, and protecting the legitimate and lawful rights and interests of employees; managing trade union finance and assets; digitizing propaganda and mobilization work, towards building a "digital ecosystem" to comprehensively serve the information, legal, and welfare needs of employees.

Review, adjust, and supplement current regulations to ensure compliance with the Party's guidelines and the State's legal policies, meeting the requirements of practice in the direction of simplification, decentralization, delegation of power, practicality, conciseness, ease of remembering, ease of doing, ease of deployment, and convenience in evaluation.

Innovate the leadership style, working methods, and working style of leadership agencies and trade union officials; amend and supplement working regulations, strictly stipulate tasks, powers, relationships, and working procedures, ensuring discipline in implementation.

Trade union officials at all levels seriously and effectively implement "2 thấu": understanding workers, thoroughly in trade union activities; "3 gần": close to workers, close to grassroots levels, close to digital space; "4 không": not formalistic, not evasive, not pushing, not doing wrong functions; "5 phải": must listen, must dialogue, must set an example, must be responsible, must report results. Strengthen inspection, supervision, commendation - strict discipline. Thoroughly grasp and well implement the motto: meet less, act more; fewer slogans, more results; fewer procedures and more satisfaction of workers.

- Digital transformation in trade union activities.

- Building an open, flexible, and dynamic Trade Union organization model.

The 14th Vietnam Trade Union Congress marked a new step in the development of the Trade Union organization in the era of national rise. Promoting the glorious tradition of the working class and the Vietnam Trade Union organization, the Congress called on trade union officials, union members, and workers nationwide to unite, uphold the spirit of innovation, creativity, self-reliance, determination to overcome all difficulties and challenges, and successfully implement the Resolution of the 14th Vietnam Trade Union Congress, practically towards the 100th anniversary of the establishment of the Vietnam Trade Union, the 100th anniversary of the establishment of the Communist Party of Vietnam, the 100th anniversary of the founding of the State, striving to make our country a developed, high-income country by the middle of the 21st century, for a peaceful, independent, democratic, prosperous, civilized, and happy Vietnam, firmly moving towards socialism.
