The meteorological agency has forecast cold air developments in the next 24 to 48 hours.
From early morning on November 3, due to the influence of disturbances in the upper easterly wind zone combined with strengthening cold air, the area from Thanh Hoa to Quang Ngai has widespread heavy rain and thunderstorms. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind.
Thunderstorms accompanied by tornadoes, lightning and strong gusts of wind can affect agricultural production, cause trees to fall, damage houses, traffic works and infrastructure.
Heavy rain and localized heavy rain can cause flooding in low-lying areas; flash floods in small rivers and streams, and landslides on steep slopes.
Around the night of November 3, this cold air mass will affect the Northeast; then affect the North Central region, most places in the Northwest and some places in the Central Central region. The northeast wind inland will strengthen to level 3, coastal areas level 4.
From early morning on November 4, the Northeast region will have scattered showers and thunderstorms, with heavy rain in some places.
From November 4, the Northeast and Thanh Hoa will turn cold. The North and Thanh Hoa will have the lowest temperature of about 17 - 19 degrees Celsius, in mountainous areas it will be below 17 degrees Celsius. The average temperature is about 18 - 20 degrees Celsius.
From November 5 to 6, the weather in the North and North Central regions will be cold, with some mountainous areas experiencing severe cold. The lowest temperature during this cold spell in the North and North Central regions will generally be between 17 and 19 degrees Celsius, with some mountainous areas below 15 degrees Celsius.
At sea, from the night of November 3, the Gulf of Tonkin will have northeast winds gradually increasing to level 6, gusting to level 7 - 8; rough seas; waves 2 - 4m high. In the North East Sea, the northeast winds will gradually increase to level 6 - 7, gusting to level 8 - 9; rough seas; waves 3 - 5m high.
Strong winds and large waves at sea are likely to affect boating and other activities.
