Mr. Nguyen Van Huong - Head of Weather Forecast Department, National Center for Hydro-Meteorological Forecasting - said that the center of storm No. 3 is about to enter the Quang Ninh - Hai Phong area with intensity of level 10 - level 12; then the storm will move deep inland.
With the impact of storm No. 3, from now until the afternoon, the areas of Quang Ninh, Thai Binh, Nam Dinh, Hai Phong will have strong winds of level 9 - 12, of which Quang Ninh - Hai Phong will have strong winds of level 11 - level 12, gusting to level 14 - level 15. The areas of Thai Binh, Nam Dinh, Thanh Hoa will have strong winds of level 9 - level 10, gusting to level 11 - level 13. The provinces of Lang Son, Bac Ninh, Bac Giang, Hai Duong, Hung Yen will have strong winds of level 7 - level 8.
"In Hanoi, the storm's impact will be about 2-4 hours later than in coastal areas. From 3-4 pm, Hanoi will have strong winds of 6-7, gusting to level 9-10. This afternoon and evening is when the storm will have the strongest impact," said Mr. Huong.
Regarding the rain situation, according to Mr. Huong, from now on will be the time of the heaviest rain in the Northeast. The rain will be heavy from now until the end of the night of September 7. From this afternoon and tonight, the rain will spread to the Northwest region. The rain will last until September 9 with a total rainfall forecast of about 150-350mm, in some places over 500mm.
Regarding the time of the strongest wind and heaviest rain, the National Center for Hydro-Meteorological Forecasting said that the forecast in Hai Phong - Quang Ninh is from 13:00 to 19:00 on September 7; in Thai Binh - Nam Dinh, the time frame is from 16:00 to 22:00 on September 7; in Hanoi, the time frame is from 18:00 on September 7 to 1:00 on September 8.
The meteorological agency representative advised people to be aware that this afternoon and evening is the time when storm No. 3 will be directly impacted. The wind can cause trees, roofs, and billboards to fall, so people should limit going out and it is best not to go out.
Heavy rain causes flooding, requiring a plan to handle and prevent flooding in the Hanoi area this afternoon and tonight.
Mr. Mai Van Khiem - Director of the National Center for Hydro-Meteorological Forecasting, General Department of Hydro-Meteorology - said that after tonight, storm No. 3 will move further inland, gradually weaken and dissipate.
"This rain is forecast to be widespread. Therefore, we emphasize the warning that most of the northern midland and mountainous provinces, including Thanh Hoa and Northern Nghe An, are at risk of flash floods and landslides," Mr. Khiem warned.
