Through the hotline of Lam Dong province, the Provincial Department of Agriculture and Environment received feedback from people about the situation of some fish meal factories operating causing odors at Tan Binh 1 Industrial Cluster, La Gi ward.
After receiving information, the Department of Agriculture and Environment coordinated with the Provincial Police, La Gi Ward People's Committee and the investor of Tan Binh 1 Industrial Cluster to conduct a field survey. The delegation also worked with 2 secondary investors operating production here.
Then, on September 11, Deputy Director of Lam Dong Department of Agriculture and Environment Vo Van Minh concluded on the implementation of environmental protection work at Tan Binh 1 Industrial Cluster. Accordingly, functional agencies assessed that people's reflections on the stench are well-founded.
Tan Binh 1 Industrial Cluster currently attracts 8 secondary investors. Among them, 2 enterprises have gone into operation, including Minh Hien Seafood Processing Co., Ltd. with a fish meal processing plant with a capacity of 4,900 tons/year and Ha Tan One Member Co., Ltd. with a fish meal processing plant with a capacity of 80 tons/year.
According to the Department of Agriculture and Environment, the industrial cluster attracts specific types of production, in which, fish meal processing is an industry that often generates characteristic odors and has the risk of spreading to the surrounding environment.
This situation is noteworthy during the main production season from May to September every year. This is also the time when processing activities may generate more odors.
Besides the issue of odor, functional agencies noted that wastewater from 2 operating plants has only been preliminarily treated and has not been connected to the wastewater collection system to be led to the centralized wastewater treatment station of the industrial cluster.
From the results of the survey and actual assessment, the Department of Agriculture and Environment requested Bao Thu Industrial Investment and Development Joint Stock Company, the investor of industrial cluster infrastructure, to urgently complete environmental protection items.
In which, businesses must build the next modules of the wastewater treatment system, ensuring the collection and treatment of all wastewater generated from projects and facilities in the industrial cluster. The collection and connection of wastewater from operating facilities to the centralized system must be completed in September 2026.
Investors are also required to publicize environmental information, environmental incident response plans; sign contracts to collect, treat and transfer solid waste and hazardous waste according to regulations. At the same time, they must connect and transmit data from the automatic wastewater monitoring system continuously to the Department of Agriculture and Environment.
For Minh Hien Seafood Processing Co., Ltd. and Ha Tan One Member Co., Ltd., the Department requests to review, renovate, and upgrade emission treatment works, minimize and collect and treat dust, emissions, and unpleasant odors.
Plants must ensure that there is no leakage or spread of toxic gases into the environment. The renovation and upgrading of emission treatment works must be completed no later than the end of October 2026.
The two enterprises must also collect and treat wastewater to meet requirements and connect it to the centralized wastewater collection, drainage and treatment system of the industrial cluster, completing in September 2026.
