On September 9, Mr. Do Tam Hien - Vice Chairman of Quang Ngai Provincial People's Committee signed a Decision on leasing land to VNT 19 Pulp and Paper Joint Stock Company to implement the Post-treatment Wastewater Drainage Project under the VNT 19 Pulp and Paper Factory project (phase 1) in Van Tuong commune, Quang Ngai province.
Decision to lease an area of 14,638m2 of land to VNT 19 Pulp and Paper Joint Stock Company in Phu Long 1 hamlet, Van Tuong commune, Quang Ngai province, which has been permitted by the Chairman of the Provincial People's Committee to change land use purpose in Decision No. 1981/QD-UBND dated August 3, 2026 to implement the Post-treatment Wastewater Drainage Project under the VNT 19 Pulp and Paper Factory project (phase 1) in Van Tuong commune, Quang Ngai province.
The land use term is from the date the Provincial People's Committee issues a decision to lease land to August 25, 2061.
Mr. Do Tam Hien assigned the Department of Agriculture and Environment to be responsible for the content and legal basis for land lease to implement the Post-treated Wastewater Drainage Project under the VNT 19 Pulp and Paper Factory project (phase 1).
Mr. Do Tam Hien assigned the Management Board of Dung Quat Economic Zone and Quang Ngai Industrial Parks to coordinate with the Department of Agriculture and Environment to determine landmarks and hand over land on the ground.
Monitor the project implementation situation according to the approved investment progress; in case the investor delays the investment project progress according to the approved investment policy decisions, the Management Board must handle it in accordance with the provisions of the Investment Law.
VNT 19 Pulp and Paper Joint Stock Company must commit to organizing the correct implementation of procedures, procedures and authority according to the provisions of law; be responsible and commit not to violate land law nationwide. When implementing the project (ground wastewater pipeline), do not affect canal B7 and existing civil works in the project area.
The VNT-19 Pulp and Paper Factory was started in 2015. After 3 adjustments, the project's capacity in phase 1 has been increased to 350,000 tons of bleached paper pulp/year, the land area used (phase 1) is 117ha, with a total investment of nearly 9,900 billion VND. This is the largest pulp and paper mill in Vietnam.
