When legal propaganda becomes a million-view clip
Over the past time, Senior Lieutenant Pham Duc Huynh - Secretary of the Youth Union of A Luoi 1 Commune Police (Hue City) and his teammates are trying a new way of propagating the law: putting dry regulations into short, humorous, easy-to-watch and easy-to-remember videos on social networks.
A Luoi 1 is a mountainous, border commune of Hue City, most of the people are Ta Oi and Pa Co people. From the reality of the area, Senior Lieutenant Huynh realized that direct propaganda at schools and residential areas is still necessary, but the scope of access is still limited, especially for young people and people who regularly use social networks.
At the beginning of April 2026, Senior Lieutenant Huynh and his younger brother Pham Trung Hieu (rapper David Nop) made a nearly 3-minute clip to promote the Law on Road Traffic Order and Safety.
Behaviors such as swerving, zigzagging, driving with one wheel, running red lights or people who are not old enough to drive motorbikes are staged into close situations. Instead of being conveyed one-way, the regulations and penalties are incorporated into short dialogues, combined with humorous details for viewers to easily accept.
This approach quickly created an effect. By April 12, the clip reached about 1.4 million views on Facebook and 5.4 million views on TikTok. A previous traffic safety propaganda clip by Senior Lieutenant Huynh and his younger brother also reached more than 10 million views on platforms.
According to Senior Lieutenant Pham Duc Huynh, the goal of this approach is to help people access the law more naturally, without creating a heavy feeling but still remembering the violation and corresponding level of handling.
Bringing the law to the people in a new way
It is known that the clip was completed in about 3 days, from brainstorming ideas to filming and editing. Senior Lieutenant Huynh played the main role, while officers, soldiers and relatives supported each other, not hiring outside units. The effect from the videos shows that the lively transmission can help make legal regulations that are already quite dry easier to access, especially for students, young people and people who regularly use social networks.
Major Tran Anh Tien - Head of the Youth Committee of Hue City Police assessed that this is a creative approach that needs to be encouraged and replicated. According to him, social networks are becoming an important space to reach people, especially young people, so the city's youth police force needs to pioneer in innovating content and methods of propaganda.
Not only making clips to attract views, an important requirement is that legal information must be accurate, concise, easy to remember and suitable for each target group. When each young official knows how to take advantage of digital skills, storytelling, and the characteristics of each platform, a propaganda content can reach millions of people instead of just being limited to a hall or residential area.
From the clips made in the border commune of A Luoi 1, the law propaganda method of the Hue Police force is having a new direction: Being closer to the people, catching up with the digital environment but still ensuring the goal of bringing the law into life.
