The provincial authorities of Hà Nam have recently publicly disclosed the list of 20 business establishments on the province's territory that do not ensure fire safety. Among them, 19 boarding houses "have not been equipped with full fire safety equipment; have not met the escape route requirements" are concentrated in Phủ Lý City and Duy Tiên Town.
Hà Nam is not the first locality to implement this initiative. Hanoi previously publicly disclosed 112 projects in Đông Anh District that had not undergone fire safety inspection but were still in operation at the end of 2023.
Recently, Hanoi has continued to publicly disclosed 90 mini apartments violating fire safety in Thanh Xuân District.
This practice of publicly disclosing violators is also implemented in other fields such as: enterprises that have been late in paying social insurance; businesses that have violated food safety and environmental sanitation.
This is an administrative measure aimed at creating public pressure, forcing businesses to quickly rectify their shortcomings and ensure safety for the community as well as their reputation with customers.
Publicly disclosing businesses that violate fire safety helps citizens access information, avoid places with potential fire hazards, and thus protect their lives and property.
This is a good and necessary solution but not sufficient. In the field of fire safety, publicly disclosing violators is only a solution that can address the symptoms, not the root cause of the problem.
According to the current law on fire safety, businesses that do not meet fire safety regulations have been subject to detailed handling measures, including administrative fines, temporary suspension or revocation of operation, forced rectification of consequences, compensation for damages, and criminal prosecution…
Therefore, on one hand, publicly disclose the names of businesses that have not complied with safety regulations, and on the other hand, the competent authorities should strictly apply the law, handle violators in a fair and impartial manner, without covering up any cases of non-compliance, and the order will be restored!
