The Ministry of Public Security has just completed its conclusion and proposed to prosecute 15 defendants in the case of violations occurring at Xuyen Viet Oil Trading, Transport and Tourism Company Limited (Xuyen Viet Oil Company) and a number of related agencies and organizations.
Mai Thi Hong Hanh, the owner of Xuyen Viet Oil Company, has a "classic" way of doing things like other bribery-related crimes, which is to spend money to bribe officials, the people who have the power to decide on their money-making business.
Ms. Mai Thi Hong Hanh bribed 8 individuals with a total amount of more than 1.3 million USD. All of them "happily" accepted, no one shook their heads in refusal. If someone had not taken Ms. Hanh's money, the incident would have been prevented, but as the old saying goes, "they are all of the same ilk".
Who were they at the time of receiving bribes? They were Do Thang Hai - Deputy Minister of Industry and Trade, Nguyen Loc An - Deputy Director of Domestic Market Department, Ministry of Industry and Trade, Tran Duy Dong - Director and Deputy Director Hoang Anh Tuan - Department of Domestic Market, Ministry of Industry and Trade... The biggest was Le Duc Tho - Secretary of Ben Tre Provincial Party Committee.
These people thought that they were in power, colluding with each other, not one hand but many hands could cover the sun. They continued to preach morality, giving instructions everywhere, until the wrongdoings related to Xuyen Viet Oil Company were exposed.
No one refuses bribes, willing to do wrong for money. Upright people are so rare, that is what is worrying, sad and scary. Observing recent cases related to giving and receiving bribes, very few people do not accept bribes, including Mr. Nguyen Thanh Danh - Director of CDC Binh Duong province - who shook his head at Viet A's money.
In the case involving Xuyen Viet Oil, officials accepted a bribe of 1.3 million USD, but allowed Mai Thi Hong Hanh to waste a lot of money. According to the investigation conclusion, the former Director and Chairman of the Board of Directors of Xuyen Viet Oil caused a loss of 1,463 billion VND of state assets.
These "officials" know that, know it very well, but just because of the billions in their hands, they are willing to let businesses lose thousands of billions of dong.
So far, Mr. Do Thang Hai has returned 730 million VND, Mr. Dang Cong Khoi has returned 20,000 USD, Mr. Phan Kien Anh has returned 70,000 USD, Mr. Le Duy Minh has returned 2.9 billion VND, Mr. Le Duc Tho has returned 2.2 billion VND, Mr. Hoang Anh Tuan has returned 105,000 USD, and Mr. Nguyen Loc An has returned 100 million VND. Mr. Tran Duy Dong has returned all the money he received to remedy the consequences of the case.
It is so painful that even if these people return all the bribe money, it is nothing compared to the consequences they have caused.
