Localities, schools and teachers prepare to arrange extra teaching and learning activities to ensure proper implementation of the Circular's provisions.
Most teachers are interested in extra teaching activities in schools.
According to Circular 29, there are 3 groups of students who are eligible for extra classes at school: Students whose final semester results are below the required level; students selected by the school to train excellent students; senior students who voluntarily register for entrance exam review and graduation exam review according to the school's educational plan.
The regulation is very true to reality.
Firstly, not all students have the same learning ability and receptiveness. There will be students with weak academic performance who need to receive extra tutoring and knowledge enhancement to keep up with the program.
Second, there are outstanding students who are good at studying and excelling, and they need to be nurtured to be qualified to participate in national and international competitions. In fact, many schools have trained excellent students who have won gold, silver and bronze medals at the Olympic competitions. In the 5 years from 2020-2024, Vietnamese students won 54 gold medals, 60 silver medals and 45 bronze medals, the rate of students with medals is usually over 90% each year.
Third, students need to review for graduation exams and entrance exams. School is the place they trust the most to review for exams, this legitimate need must be met.
However, Circular 29 also stipulates that there is no fee for extra teaching and learning activities in schools. Not charging fees is correct, because this is the way to completely eliminate extra teaching activities for the purpose of collecting money in schools.
The question is, however, who will pay the teachers to take these extra classes?
Teachers who teach enough hours as assigned by the school have completed their duties, extra hours taught outside the curriculum must be counted as work. Paying for extra hours is to compensate teachers for their efforts, only with remuneration can there be conditions to regenerate labor. Paying for extra hours for teachers is fair.
If there is no extra tuition fee, parents do not pay, the school has to pay, but the school does not have the resources to pay.
Speaking with Lao Dong, the principal of a secondary school in Ho Chi Minh City said that there is currently no document guiding the school to allocate funds to pay for teachers to review for exams.
Without paying teachers to teach extra classes in schools, this activity would be difficult to survive.
