However, according to the viewpoint of Minister of Culture, Sports and Tourism Nguyen Van Hung, this level of investment is extremely necessary. Because this is the concretization of the orientation of "Comprehensive human development and building an advanced Vietnamese culture, imbued with national identity so that culture truly becomes an endogenous strength, a driving force for national development and national defense. Increase investment in developing cultural careers".
At the same time, it is a premise to complete one of the six key tasks set out in the XIII Congress term: "Arousing the aspiration to develop a prosperous and happy country; promoting cultural values and the strength of the Vietnamese people in the cause of building and defending the Fatherland, and international integration".
Or as Chairman of the Committee for Culture and Education Nguyen Dac Vinh said, investment in culture at the present time fully meets the political, legal, scientific and practical bases. Continuing to affirm the viewpoints and policies of the Party and the State on the position, role and importance of culture in the cause of building, protecting and developing the country sustainably; contributing to the implementation of the goals and targets on cultural development set out in the Party's resolutions.
Although Resolution 33-NQ/TW (2014) affirmed the need to put culture on par with economics, politics and society, the actual implementation over the past 10 years has only stopped on paper, and in reality, there has not been a significant breakthrough in terms of investment.
And only now, when the National Assembly passed the Resolution on investment policy for the National Target Program on Cultural Development for the 2025 - 2035 period, does culture have the opportunity to be on par with economics, politics, and society in the future.
Of course, the power of culture depends not only on the amount of investment capital, but also on how resources are used and managed. Furthermore, having a lot of money but investing in the wrong focus, not helping to promote value, not turning heritage into assets... not only wastes resources but sometimes has the opposite effect of destroying culture.
To realize this “equal” opportunity, it requires the efforts and long-term vision of the cultural team, in order to maximize the value of each investment capital, turn heritage into assets, and create sustainable momentum for the country's development!
