Social insurance answers about family health insurance deductions

Voters reported that paying health insurance fees online through commercial banks is not subject to deductions for purchasing household health insurance.

Vietnam Social Insurance (VSS) said it had received a petition from voters in Binh Duong province sent by the Petition Committee after the 8th session of the 15th National Assembly, regarding: According to the provisions of Point e, Clause 1, Article 7 of Decree No. 146/2018/ND-CP dated October 17, 2018 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance, the family health insurance contribution rate is determined as follows:

"...The first person contributes 4.5% of the basic salary; the second, third, and fourth person contribute 70%, 60%, and 50% of the first person's contribution, respectively; from the fifth person onwards, the contribution is 40% of the first person's contribution. The deduction of the health insurance contribution rate as prescribed in this point is implemented when members participating in health insurance by household participate in the same fiscal year".

Therefore, it is recommended that the Social Insurance sector consider and work with online payment providers to resolve the above issue to ensure the legitimate rights and interests of health insurance participants; encourage people to use online services according to the Government's orientation.

Responding to this issue, Vietnam Social Insurance said that currently, the extension of health insurance cards by household is carried out on the National Public Service Portal according to the Health Insurance card registration and issuance process for people who only participate in health insurance on the Public Service Portal according to Decision No. 422/QD-TTg dated April 4, 2022 of the Prime Minister approving the List of online public services integrated and provided on the National Public Service Portal in 2022, issued with Decision No. 3510/QD-BHXH dated November 21, 2022 of Vietnam Social Insurance.

Accordingly, health insurance participants must fully and accurately declare information on the Public Service Portal for individuals or members of households participating in health insurance at the same time.

The software system automatically checks and compares the information of the declared participants to determine the place of permanent or temporary residence (provincial or district level); authenticates the information of the household owner, members of the household registering for permanent or temporary residence with the national database on population; determines the order of participating in health insurance of each member to be deducted from the contribution level in the Vietnam Social Insurance database, on that basis, accurately determine the amount to be paid for the participants to pay online.

Regarding the feature of reducing health insurance contribution rates by household through Banking utilities, receiving voters' opinions, Vietnam Social Insurance continues to coordinate with banks to upgrade and perfect software features to meet the needs of health insurance participants.
