According to the Draft Resolution, voluntary social insurance participants are supported with contributions at a percentage of the monthly voluntary social insurance contribution rate according to the poverty line of rural areas in each period prescribed by the Prime Minister: Support an additional 70% of the voluntary social insurance contribution rate for people from poor households, support an additional 75% of the voluntary social insurance contribution rate for people from near-poor households, support an additional 20% of the voluntary social insurance contribution rate for other subjects.
Regarding the health insurance support policy, members of poor households are recognized as having escaped poverty while also being near-poor, members of near-poor households are recognized as having escaped poverty and are supported with 100% of the health insurance premium. The support period is 36 months from the month recognized as poverty reduction and near-poor reduction.
Elderly people from 60 years old to under 75 years old who are not subject to compulsory health insurance and do not have a health insurance card are supported with 100% of the health insurance payment level. People with mild disabilities who do not have a health insurance card (excluding children with mild disabilities under 16 years old) are supported with 100% of the health insurance premium...
The support period is from January 1, 2026. The implementation budget is from the district, town and city budgets.
According to information from Hanoi Social Insurance, from July 1, 2024, the basic salary will increase from 1.8 million VND to 2.34 million VND, leading to an increase in health insurance contributions. People's participation in health insurance is most difficult in terms of funding, especially those who have escaped poverty, near-poor, people with disabilities, students in difficult circumstances, ethnic minorities, the elderly without pensions, social allowances and households with an average living standard.
"Due to the increase in the basic salary from 1.8 million VND to 2.34 million VND from July 1, 2024, the minimum household health insurance contribution rate increased from 81,000 VND/month to 105,300 VND/month (an increase of 1.3 times), making it difficult to mobilize people to participate in health insurance" - Hanoi Social Insurance said.
Accordingly, the support budget for target groups for 1 year is estimated at about 708 billion VND.
