Ministry of Health responds to conditions for supplementing the scope of practice for medical masters

The Ministry of Health has just responded to the condition of supplementing the scope of practice for medical masters.

In April 2026, Ms. Bui Lam Mong Ngoc (HCMC) was granted a practicing license by the Department of Health for medical examination and treatment with the scope of professional activities being general medicine.

It is expected that by May 2029, Ms. Ngoc will be awarded a master's degree in obstetrics and gynecology.

She asked, along with the general practitioner's license already available, can she carry out procedures to supplement the scope of professional activities in obstetrics?

Regarding this issue, the Ministry of Health answers as follows:

At the current time of application, the adjustment of the scope of practice is specified in Article 135 on cases and conditions for issuing adjusted practicing licenses and details on dossiers and procedures for adjusting practicing licenses specified in Article 136 of Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment.

For the time of 2029, if the content of the guidance document mentioned above is still valid, it will be continued to be applied.
