On July 2, the Department of Health of Dak Lak province said that the province's health system currently includes 14 hospitals, 8 provincial-level centers, 24 regional health centers and 102 commune and ward health stations, basically covering the entire area.
However, grassroots healthcare human resources are still lacking and unevenly distributed. The whole province currently has 257 doctors working at health stations, while 85/102 health stations have not ensured sufficient number of doctors according to the orientation of 4 doctors/station.
In addition, there is a shortage of high-quality human resources, especially a team of specialized doctors and leading experts in high-tech fields.
According to the Department of Health, postgraduate-level human resources still account for a low proportion. The whole sector has 931 people with postgraduate degrees, equivalent to 13.27% of the total human resources, including 5 PhDs, 127 specialist doctors level II, 193 masters and 606 specialist doctors level I.
In addition to human resource difficulties, the infrastructure at some health stations still does not meet the requirements. The national database system and electronic health records have not been operated synchronously, making the initial pilot health check-up results not fully interconnected with the Ministry of Health's system.
Attracting good doctors and experts to work in localities also faces many obstacles because the remuneration policy is not competitive enough compared to some other localities and the non-public health sector.
Mr. Nay Phi La, Director of Dak Lak Provincial Department of Health, said that to gradually overcome the shortage of human resources, the unit is implementing the 2026 civil servant recruitment plan with 873 targets, including 379 doctor targets.
In parallel with recruitment work, the health sector is reviewing and assessing the current situation of human resources at health stations; summarizing the needs of doctors in each locality to develop appropriate arrangement, mobilization and training plans.
According to Mr. Nay Phi La, the industry's goal is to gradually ensure that each health station has enough doctors as required, towards achieving the orientation of 4 doctors/health station. Thereby, contributing to improving the quality of primary health care, reducing pressure on upper levels and creating conditions for people to access health services right at the grassroots level.
Currently, the entire Dak Lak Provincial Health sector has 7,790 people. Including 1,821 doctors, accounting for 23.38%; 481 pharmacists, accounting for 6.17%; 2,398 nurses, accounting for 30.78%; 469 midwives, accounting for 6.02%; 626 medical techniques, accounting for 8.04%; 86 public health officials, accounting for 1.10%; 383 doctors, accounting for 4.92% and 1,526 other staff, accounting for 19.59%.
