Hanoi has just issued a Plan on collecting and connecting data for medical examination and treatment through the health data coordination system in the city.

According to the plan, Hanoi City will build a system to meet the requirements of connecting and effectively using groups of data for medical examination and treatment; allowing medical examination and treatment facilities, doctors, and people to look up and exploit electronic health book information on VNeID/iHanoi directly under the supervision and permission of the medical examination and treatment management software of the units.

Forming a database of medical examination and treatment "correct, complete, clean, raw, in-depth, synchronous" in compliance with international standards HL7, FHIR, DICOM, ICD, JSON. Build indicators, reports, dashboards; apply AI to analyze data to serve the leaders of the City and the Department of Health in the work of directing, operating, planning health policies, epidemic warnings, etc.

It is an information channel providing data for the Electronic Health Book system on VNeID/iHanoi to help people monitor their health and health status and that of their loved ones.

At the same time, it will complete the connection and "synchronization" of " Live" medical data from 100% of medical examination and treatment facilities in the city to the Medical Data Coordination System of the Department of Health and the City Health Data warehouse.

According to the approved plan, the roadmap will be implemented in 3 phases. Phase 1 will be launched, standardized and ready to open data connection before December 30, 2025. Units complete the system of directive documents and legal bases to serve the implementation of the medical data coordination system. Build and complete a health data coordination system to meet the professional, technical and management requirements of the city and the health department. At this stage, public hospitals will upgrade software, prepare connecting infrastructure, standardize input data; connect and synchronize data on medical examination and treatment, prescriptions, referral papers, and appointment papers.

Phase 2 organizes the operation of synchronous and periodic data updates; manages "life" data and implements decentralization of standardization and unification according to medical architecture before January 1-3-2026:

Phase 3 shares information and real-time utilities before March 30-2026. Sharing data according to regulations in different directions between the City People's Committee - Department of Health - relevant departments and branches.

Evaluate the implementation results, propose to maintain and expand the scope of exploitation and data sharing. Expand and integrate digital sharing utilities to serve people and medical facilities on LGSP, VNeID, iHanoi platforms...

The Hanoi People's Committee assigned units to direct the connection, prepare a database storage system to deploy the collection and connection of medical examination and treatment data.

At the same time, propagate the benefits of the campaign; encourage people to proactively and actively use the Electronic Health Book, buy prescription drugs, etc. Support and guide people to install VNeID, iHanoi applications, etc.

Thus, after synchronizing data, people can look up health books, prescriptions, referral papers, and appointments via the VNeID and iHanoi platforms.

Previously, in October-October 2025, 42/42 (100%) of public hospitals under the Hanoi Department of Health deployed electronic medical records to serve medical examination and treatment according to the roadmap.
