Sending questions to the health management agency, reader Phan Anh (character name changed - PV) in Hai Phong said: "I am a rank IV medical assistant, working at the commune health station. In 2020, I studied nursing university, and was awarded a bachelor's degree in nursing university in 2023.
Up to now, I have not been transferred to the nursing rank. Please ask, do I have to continue studying medical college or doctoral to standardize my qualifications?
Regarding this issue, the Hai Phong City Department of Health replied as follows:
Clause 2, Article 10 of Joint Circular No. 10/2015/TTLT-BYT-BNV dated May 27, 2015 of the Minister of Health, Minister of Home Affairs stipulates the qualification of medical assistant rank IV as follows:
a) Graduated as a medical assistant with intermediate qualifications;
b) Having a foreign language level of level 1 (A1) or higher as prescribed in Circular No. 01/2014/TT-BGDĐT dated January 24, 2014 of the Ministry of Education and Training promulgating the 6-level foreign language proficiency framework for Vietnam or having a ethnic language certificate for job positions requiring the use of ethnic languages;
c) Have a level of informatics that meets the basic information technology skills standards according to the provisions of Circular No. 03/2014/TT-BTTTT dated March 11, 2014 of the Ministry of Information and Communications (formerly) regulating information technology skills standards".
If his diplomas and certificates meet the above standards, there is no need to supplement diplomas anymore.
If in the case of transferring professional title to Nurse rank IV, the following conditions must be met:
- The job position project of the Station has been approved by competent authorities as a basis for using and managing public employees (according to Article 6 of Circular No. 43/2025/TT-BYT dated November 15, 2025 of the Minister of Health stipulating job positions, the number of employees and the structure of professional titles).
- The position of IV-class Nurse is currently lacking at the Station, and the position of IV-class Physician is surplus.
- Professional title standards Nurse rank IV (according to Article 6 of Joint Circular No. 26/2015/TTLT-BYT-BNV dated October 7, 2015 of the Inter-Ministry of Health - Ministry of Home Affairs and amended and supplemented in Clause 5, Article 3 of Circular No. 03/2022/TT-BYT dated April 26, 2022), you can request the Director of the Health Station to transfer the professional title to Nurse rank IV.
