Democratic forum for workers to propose and petition
This is a democratic forum and also an opportunity for union members and workers to share their thoughts, aspirations, proposals, and recommendations on difficulties and obstacles directly with the Chairman of the City People's Committee.
Union members and workers have proposed and recommended issues: Mechanisms, policies, administrative procedures of the City; training, fostering, and improving skills; deploying digital technology application, digital transformation; implementing the Capital Law.
In which, the issue of social insurance is noteworthy. Mr. Phan Chi Thanh - Canon Vietnam Co., Ltd. said that implementing the digital transformation policy of the Government and the Ministry of Health, currently some large hospitals (such as E Hospital) have implemented the issuance of sick leave certificates to enjoy social insurance benefits and discharge certificates in the form of electronic data. These documents have search codes, digital signatures of doctors and hospital leaders, and are also directly linked to the Health Insurance Appraisal Information Portal. But when employees print paper copies from this electronic file to submit dossiers to enjoy sickness and maternity benefits, the Social Insurance agency refuses to accept them because "There is no specific written guidance on accepting printed copies from electronic documents without red seals" or "The system is not synchronized", employees must return to the hospital to apply for a red seal (circled wood) on the documents as in the old process.
From this reality, to create favorable conditions for businesses and workers, Mr. Thanh respectfully requests competent authorities to soon issue official guiding documents on receiving valid digitally signed electronic documents (Sickness Certificates, Discharge Certificates); allowing businesses to use printed copies from the electronic system (with lookup code) as a basis for approving regimes for workers while waiting for complete synchronization of the software system between the health sector and Social Insurance.
Responding to this recommendation of workers, Mr. Nguyen Ngoc Huyen - Director of Social Insurance said that during the time of completing professional software, electronic data lookup system and connection utilities are fully synchronized for unified deployment, in order to ensure that the settlement of regimes for workers is not interrupted, Hanoi City Social Insurance has reported and requested opinions from Vietnam Social Insurance on coordinating with medical examination and treatment facilities to temporarily issue valid paper dossiers for workers according to current regulations, to serve as a basis for settling social insurance regimes.
About 92 social housing development projects serving social security for workers and students
At the Dialogue Conference, Ms. Pham Thi Mai - Thang Long Construction Joint Stock Company No. 6 asked Hanoi has 2.7 million workers, of which more than 70% live in boarding houses. Hanoi also has millions of students and other freelance workers... so maybe 1/4 of residents living in the Capital are living in boarding houses and residential areas. They have and will make no small contribution to the development of the Capital, but safe housing space for them is not in the Capital Law. With such a large labor force, how is the allocation of land funds to build housing for workers in the 100-year vision of the Capital in the planning?

Answering this question, Mr. Nguyen Trong Ky Anh - Director of Hanoi Department of Planning and Architecture provided specific information on the orientation of land use structure and space organization, orientation ratio of housing types...
Notably, the Director of the Hanoi Department of Planning and Architecture said that the review and allocation of land funds for investment in building trade union institutions (including developing social housing for workers) has been concerned and considered by the City People's Committee and identified in the orientation of the 100-year vision of the Capital's overall plan, concretized into specific goals and solutions.
It is known that currently in the City, about 92 social housing development projects are being implemented (including multi-purpose urban area projects combining resettlement housing, social housing, commercial housing), diversifying types of housing for sale, rental housing... serving social security for workers and students.
On the occasion of the Action Month for Occupational Safety and Health and the Workers' Month 2026, with the spirit of sharing and deep concern for the lives of workers, the City presented 100 gifts to workers, each worth 1,000,000 VND and a gift bag worth 300,000 VND. At the Conference, the Organizing Committee presented 25 representative workers.
To prepare for the successful organization of the Conference of the Chairman of the City People's Committee meeting and dialogue with workers in the Capital in 2026, in nearly 2 months, the City Labor Federation has issued questionnaires to collect opinions and recommendations from workers through grassroots trade unions. The results have received over 600 opinions and recommendations from workers and grassroots trade unions. Through summarizing the opinions and recommendations of delegates from workers who have opinions and proposals to the City and relevant departments and branches, focusing on the following groups of issues: Social security, housing and workers' lives; health, health care, social insurance, health insurance and food safety; employment, training, fostering to improve skills for workers; Order, security, social safety; Supporting businesses and production development.
The City Labor Federation has summarized and requested the People's Committee and departments, agencies, and branches of the City to consider and resolve. The recommendations and proposals of the Capital Trade Union organization and workers have received attention, support, and timely resolution from the People's Committee and departments, agencies, and branches of the City.

The City's viewpoint is not to trade social security, living environment and legitimate rights of workers for pure growth. In particular, the City will thoroughly grasp and seriously implement the Central Government's policy, the direction of the General Secretary, the President and the Government on developing social housing, rental housing for low-income people and workers. The consistent viewpoint is that housing development not only serves the goal of real estate business, but must first of all ensure social security, ensure the right to have suitable and stable housing for people and workers.

The Trade Union organization is focusing on 4 large groups to care for workers, including: Currently implementing 18 social housing projects nationwide for workers to rent; Implementing enhanced examinations for workers; Coordinating with localities to build cultural and sports facilities for workers, especially besides social housing; Paying attention to supporting critical illnesses of workers through the Golden Heart Fund.
