According to information from the Hai Phong Department of Health, on July 11, this unit received a report from Thanh Tuyen Pharmaceutical Aesthetic Therapy facility at 482 Nguyen Van Linh, Thanh Binh Ward, Hai Phong City. On the same day, the Director of the Department of Health issued Decision No. 1365/QD-SYT on the inspection of compliance with the law in the health sector, and coordinated with the People's Committee of Le Thanh Nghi Ward to organize an inspection and verification at the above facility (currently the address is determined to be in Le Thanh Nghi Ward).
At the time of inspection, Ms. Nguyen Thi Tuyen - a person directly involved in the operation of the facility - was absent, the representative was Mr. Pham Duy Tho (Ms. Tuyen's husband). The inspection team contacted Ms. Tuyen by phone in the presence of Mr. Tho. Through investigation, Ms. Tuyen said that the facility did not have a license to operate medical examination and treatment issued by the Department of Health.
The delegation noted that the facility hung signs "Thanh Tuyen Pharmaceutical Aesthetic Therapy" and "MELIZA High-Tech Aesthetic Training Center" with the address recorded as Hai Duong City, but in fact the current address is 482 Nguyen Van Linh, Hai Phong City. The service room on the 2nd floor at the time of inspection was being sealed.
Regarding the specific incident, Ms. Nguyen Thi Th - a customer - was determined to have performed a chest lift at another facility (the time of intervention is unknown). At around 10:00 a.m. on July 2, Ms. Th went to Ms. Tuyen's facility to massage her face and chest. After that, Ms. Th showed signs of fatigue, was given medicine by Ms. Tuyen and had her chest massage with hot oil, then had lunch on the spot.
By early afternoon, Ms. Th's health had deteriorated and she was taken to Hai Duong General Hospital, then transferred to Bach Mai Hospital. At the time of the inspection, Ms. Th was still receiving treatment.
Previously, on July 3, Le Thanh Nghi Ward Police came to work at the facility. On July 11, the People's Committee of the ward continued to inspect and make a record of the current situation. Based on the initial verification results, the inspection team requested the facility to immediately stop activities related to the health sector.
The Hai Phong Department of Health said it will continue to coordinate with the Police, Bach Mai Hospital, Hai Duong General Hospital and relevant agencies to handle the case according to its authority after the official conclusion is available. The results will be publicly reported to press agencies.
