On the afternoon of September 8, a representative of the Ho Chi Minh City Department of Health informed about the incident of a customer being assaulted by a person wearing a white blouse right in the "Tuyet Chinh Clinic" at 49 Tran Thi Nghia, Hanh Thong Ward, Ho Chi Minh City.
On September 8, 2025, the Department of Health conducted a surprise inspection of this facility. At the time of inspection, the facility provided a Business Registration Certificate No. 0317475115 issued by the City's Department of Planning and Investment to Tuyet Chinh Dental Company Limited, first registered on June 15, 2022 and a Business Registration Certificate No. 41M8032542 dated October 27, 2016 issued by the People's Committee of Go Vap District (formerly) to Tuyet Chinh Dental Business Household.
Also at this address, the City Department of Health issued a Medical Examination and Treatment License No. 07501/HCM-GPHD dated April 24, 2019, issued to the Dental and Maxillofacial Clinic under the Tuyet Chinh Dental Business Household, with Dr. N.T.T.C in charge of technical expertise.
The inspection team noted many violations at the clinic: Not ensuring one of the conditions for facilities after being granted a license to operate medical examination and treatment; Providing medical examination and treatment services beyond the scope of expertise stated in the license to operate medical examination and treatment; Not preparing records and medical records according to the form prescribed by law; Advertising medical examination and treatment services not in accordance with the scope of professional activities stated in the license to operate medical examination and treatment.
In addition, at the time of inspection, the team recorded 03 employees practicing medical examination and treatment at the clinic but had not yet provided a license to practice medical examination and treatment.
Representatives of the Department of Health visited and encouraged the patient and his family at Hoan My Saigon Hospital after the incident.Currently, the patient's condition is temporarily stable and continues to be monitored at the Hospital.The Ho Chi Minh City Department of Health strongly condemned the behavior of Dr. N.T.T.C who assaulted and harmed the patient's health and property, regardless of the cause.
At the same time, the Department of Health continues to coordinate with the City Police to continue verifying the incident, resolutely handling serious violations of ethics in practice, and violating professional regulations in medical examination and treatment.
Previously, on September 3, Ms. T and a friend went to Tuyet Chinh dental clinic to meet the doctor to discuss the unsatisfactory dental treatment results. While they were discussing, Ms. T took a phone to record the incident when suddenly a person at this facility threatened her with a stick, knocked her down and snatched her phone, then threw it onto the floor. Ms. T's friend was also affected.
The incident caused Ms. T to have scratches on her neck, arms, shoulders, and a headache, and she had to be hospitalized for examination and treatment. Ms. T's phone and glasses were also damaged.
On September 8, Hanh Thong Ward Police, Ho Chi Minh City is preparing a case to investigate and verify the case to clarify that there were signs of intentional injury related to the female customer being assaulted at the above dental clinic.
