    On the morning of January 29, European Council President António Costa visited the Hanoi urban railway line project No. 3.

    European Council President António Costa is on an official visit to Vietnam from January 28-30, 2026 at the invitation of President Luong Cuong.

    On the morning of January 29, President Luong Cuong chaired the welcoming ceremony and talks with European Council President António Costa. On this occasion, Vietnam and the European Union (EU) upgraded relations to a Comprehensive Strategic Partnership.

    Within the framework of the visit, European Council President António Costa visited Hanoi Urban Railway Project No. 3 - a project co-financed by the European Investment Bank (EIB).
