Restoring Russia-US dialogue on strategic stability will not be possible if Washington does not make fundamental changes in its foreign policy towards Moscow, Russian Deputy Foreign Minister Sergey Ryabkov declared at a press conference at the Russian Embassy in China.
According to Mr. Ryabkov, there are currently no conditions to resume substantive dialogue between Russia and the US on strategic stability.
Currently, there is no premise to restore a meaningful dialogue with the US on strategic stability. That requires serious reforms, first of all a change in the US's overall approach to relations with us," the Russian diplomat said.
Russia also has no plans to take any diplomatic action in advance with the US when the New Strategic Arms Reduction Treaty (New START) expires.

Russia and China share the view that the collapse of the global strategic security system stems from unilateral actions by the US.
We agree with Chinese partners that the main cause of the current situation - the degradation of the previous strategic security structure and the lack of alternative mechanisms - lies in US unilateral actions," the Russian diplomat added.
According to the Russian Deputy Foreign Minister, Japanese Prime Minister Sanae Takaichi's policy of promoting rearmament will only weaken Japan's own security.
I don't understand why the Japanese are doing this, do they really believe that this is a way to strengthen security? I think the opposite will happen" - he asked.
He also warned that the US deployment of medium-range missiles in Japan will force Russia to take military-technical retaliatory measures.
We continuously send warning messages to Japan that the deployment of some types of weapons, including medium-range missile systems placed on the ground, will certainly lead to corresponding military-technical measures from Russia," Mr. Ryabkov warned.
In the exchange, Mr. Ryabkov also said that Russia is ready to take appropriate retaliatory measures if the US decides to bring weapons to Greenland.
The Russian Deputy Foreign Minister emphasized: "If they decide to strengthen weapon systems in this area or deploy some components of the "Golden Dome" concept, we will have counter-technical military measures. Our experts are fully ready to do so," Mr. Ryabkov said.
According to Mr. Ryabkov, the latest US proposal to Iran is an ultimatum that shows that Washington is increasingly no longer seeking compromise in foreign policy.
In my opinion, what has been put forward is actually an ultimatum to Tehran. I am not sure that the concept of "compromise" still exists in Washington's dictionary today," he concluded.
