Russia sets out conditions for reaching a final peace treaty with Ukraine

Russia announced the content of the peace memorandum presented to Ukraine within the framework of the negotiation round in Istanbul, Turkey on June 2.

The document consists of three parts, including: Conditions for a complete end to the conflict, steps towards a ceasefire, and a peace roadmap with some unilateral steps from Russia.

The condition to achieve a last solution to the conflict is that Ukraine must recognize the territories that were once Ukraine including the two self-proclaimed communes of Donbass, the provinces of Kherson and Zaporizhzhia as part of the Russian Federation.

These are areas that have been consulted and officially merged into Russia in 2022. In addition, the Crimean peninsula, which held a 2014 poll, was also mentioned.

The memorandum of understanding requires Ukraine to withdraw all forces and armed groups from these territories.

Ukraine is also required to reaffirm its neutrality, non-participation in military alliances and issue a ban on military activities of third parties in its territory.

Kiev will have to withdraw from international treaties that are not in accordance with neutral regulations, while maintaining non-nuclear status, banning the receipt, transportation or deployment of nuclear weapons on its territory.

Militarily, the document states that Ukraine must limit the size of its armed forces and equipment, although no specific figures are given. All extreme nationalist armed groups in the armed forces and the Ukrainian National Guard will be dissolved.

The proposal also requires Kiev to ensure the rights of Russian speakers and Russian speakers in Ukraine, giving Russian the official language, ending traditional Russian oppression of the Ukrainian Communist Party, and banning occupational propaganda and extreme ethnic groups.

Ukraine must also lift all sanctions currently imposed on Russia. Both sides will abandon their claim for compensation for damages related to the conflict.

Two options for a 30-day ceasefire

The document proposes two options to achieve a ceasefire. The first option requires Ukraine to start withdrawing forces from the regions that have been annexed by Russia and retreating a certain distance from the Russian border. This process must be completed within 30 days.

The second option - known as the overall package - includes stricter conditions: banning all military mobilization activities (except withdrawal), stopping military mobilization operations and stopping all military aid from the West to Ukraine, including transferring weapons and sharing intelligence. Both sides will establish a joint monitoring center and conduct a Prisoner exchange.

At the same time, Ukraine will have to lift martial law and announce the time to hold presidential and parliamentary elections. All of the above steps must be completed within 30 days.

Peace roadmap and role of the United Nations

The final peace treaty between Moscow and Kiev will be signed after the general election in Ukraine and will be approved by the UN Security Council in a legally binding resolution, the document said.

For its part, in Ukraine's peace proposal, Kiev rejected Moscow's request to recognize Russia's sovereignty over the captured territories and declared it would not abandon its goal of joining NATO. Ukraine has also asked Russia to compensate for the damage caused by the conflict.
